What we are looking for  

Project management experience from senior level positions within the humanitarian sector. Good understanding and experience in grants management, M&E systems, integrated programming, protection & accountability mechanisms and frameworks.

Expertise coordinating or leading partnership implementation.

What you will do

Head of Programme Support Unit (HOPSU) is a senior position within the Programme Management Unit at NRC Lebanon country office in Beirut and works alongside the Head of Programme on programme development and strategic vision in the country. 

The Programme Support Unit, led by the HOPSU, supports with programme quality and development of capacity on cross-cutting and programme support themes, working collaboratively with the core competency specialists, support managers, programme and area managers and regional advisers.

To maintain and improve quality programming across multi-core competency projects, geographic areas, and thematic areas, the HOPSU oversees the cross-cutting thematic adviser functions of protection, accountability and partnerships, as well as guide the development and continuous evolution of effective grant management and support related to project cycle management (PCM), M&E, and partnerships. 

Key responsibilities:

- Manage performance and development of the Programme Support Unit. 

- Provide programme support input to Country Strategy and Plan of Action. Development of strategies, tools and SOPs on cross-cutting themes, community helpline, PCM, M&E, aligned to regional and global priorities and strategies.

- Facilitate protection, safe programming initiatives for integrated contextual programme analysis and response analysis, as input to programme design.

- Develop funding dashboards and forecasts, responsible for quality control of donor applications and reports, including compliance with donor standards. Support in the development of a multi-year funding strategy, gab analysis, prioritised areas, forecasts opportunities and identify funding opportunities, taking particular account of changing context and donor priorities.

- Oversight of key Project Cycle Management (PCM) processes, M&E and organizational learning. 

- Capacity building of all staff, on cross-cutting themes, PCM and M&E.

- Responsible for overall donor advisory and liaison, as delegated by the Head of Programme.

- Strengthening accountability to beneficiaries and community engagement approaches through improving M&E processes and efficient functioning of the community helpline and complaints and feedback mechanism. 

- Oversee efficient growth of downstream partnership portfolio through centralised partnership management, strategy and approaches.

- Lead programmatic audits focused on quality, compliance, timeliness, and relevance.

What you will bring

- University degree in Project Management, Development Studies, Social science, or the equivalent

- Minimum 5 years’ experience in a senior humanitarian position, with line management and project management responsibilities.

- Experience from working in complex and volatile contexts.

- Experience in integrating programming, M&E systems and approaches, and protection & accountability mechanisms and frameworks.

- Experience of working on, coordinating or leading partnership implementation.

- Knowledge of the context in Lebanon, donor landscape, priorities and conditions.

- Fluency in English, both written and verbal.

Understanding of and commitment to:

- Organisational learning, quality management and development.

- Working collaboratively with technical and operational colleagues within a matrix structure, including capacity strengthening.

What we offer

- Duty station: Beirut, Lebanon

- Contract: 24 months.

- Travel: Approximately 10%.
