Support the provision of MHPSS services and activities

  • In line with MdM overall strategy, implement and suggest adjustments to MdM strategy on MHPSS, in close collaboration with the Program Coordinator and the M&E team.
  • Ensure that mental health components of the program are consistent with MDM-F strategy, the national mental health strategy and suggest any corrective measures to adapt the program if necessary (outbreaks, new needs arising etc.);
  • Ensure the quality and the consistence of the MHPSS component of the program
  • Advise the MH team on ensuring the implementation of MHPSS related activities, and appropriate referral mechanisms following guidelines and strategy.
  • Participate in the recruitment of MH staff, including inputs on the job description, criteria setting and interviews
  • Participate in the induction of all new members of the MH team
  • Participate in the briefing and debriefings, annual reviews for MHPSS team members
  • Realize need assessment if needed

 

Human resource, capacity building / training

  • Work on the MH team training needs
    • Identify the needs for training/support of the MH team and facilitate the implementation of a global training plan for the MH staff
    • Look for available trainings (in Lebanon or abroad) and link with the HR department
  • Design / Review training curricula in collaboration with Program Coordinator and MH program managers
    • Develop training curriculum and implementation schedule
    • Collaborate with the Health Manager and Monitoring and Health Officer, to set up trainings and supervision of the training.
    • Organize the logistics of the training including any materials necessary for the training such as power point presentation, handouts, pre and posttests, etc.
  • Conduct trainings
    • Conduct the required trainings following the timeline defined in work plan
    • Adapt training schedule to access constraints of MdM staff
    • Continually assess development of MHPSS staff and adapt training to meet their needs (including MHPSS topics, GBV topics and M&E such as data collection).
    • Provide MHPSS trainings to partners’ staff and other NGO’s when needed as part of integration MHPSS services into primary health care.

 

Implement and follow up interventions for the well-being of staff

  • Ensure that all MdM staff receives appropriate and adequate MHPSS orientation.
  • Promote Staff Care Policy within MdM team and support identification of possible option for the staff to debrief in collaboration with HR

 

Contribute to harmonizing of available MdM MHPSS resources and develop them further

  • Review the resources, tools and brochures that are currently in use by MdM MHPSS team in coordination with MH team
  • Develop, update and design MHPSS standards, protocols and good practices, internally with the HQ MHPSS Advisor and externally in coordination with partners;
  • Support the development of effective clinical policies, practices and tools when required.
  • Make sure that the mapping of all actors responding to MHPSS is updated and develop a strong network to foster information exchange and synergies.
  • Design with partners technical tools used by the MH team

 

Support communication & advocacy intervention

  • Participate in the development of external and internal communication tools in order to promote MdM operational model for the response to MHPSS in humanitarian settings.
  • Take part, if necessary, with the MdM team, partners or other actors to advocacy activities.
  • Participate in the dissemination of MdM’s approach, results and lessons learnt. 
  • In close collaboration with the Community Outreach Supervisor, define the sensitisation strategy and communication mediums (radio, press, posters, leaflets…) 

 

Contribute to monitoring, documenting and evaluating of MHPSS intervention

  • Contribute to adapt, implement and ensure data analysis
  • Make sure the MHPSS data collection system is in place, respect confidentiality and safety and that MHPSS data collection tools are properly used and indicators monitored
  • Contribute with the IT manager to adapt/review data analysis tools to support data entry and guide analysis
  • Supervise data entry and ensure quality check through regular monitoring/feedback with the staff
  • Ensure data analysis and report
  • Ensure the quality of MHPSS activities through regular monitoring and technical support of MH team, data collection and management, and provide guidance in case of difficulties.
  • Support the develop a comprehensive monitoring and evaluation framework for MdM MHPSS programs
  • Participate in the beneficiary satisfaction survey (BSS) with the M&E team and the MH team
  • Conduct field assessment and mapping as well as monitoring sessions
  • Collect feedback from teams and contribute to the analysis of MHPSS activities
  • Propose and lead lesson-learning and evaluation dynamics, including development of tools and methodologies, in collaboration with the M&E team and the partners of the project;

 

Ensure regular reporting, coordination / representation

  • Participate to internal MdM meetings
  • Participate to the Protection working group and Central MHPSS task force meetings and actively contribute to coordination and common reporting efforts.
  • If needed, participate to meetings with the MoPH or other stakeholders involved in MHPSS.
  • Contribute to MdM monthly sitrep.
  • Contribute to the preparation of new proposals or reports to donors with technical inputs.
  • Lead on coordination with other actors to ensure safe referral for MHPSS patients.
  • Actively participate to coordination efforts with MHPSS actors (ex: Protection working group).

 

Hierarchical & Functional links

 

The MHPSS Technical Advisor is directly under the responsibility of the General Coordinator.

S/he has technical links with the HQ MHPSS Advisor. He/she work closely with the Program Coordinator as well as the MHPSS Program Managers.

Constructive collaboration will be expected with the M&E team.

SKILLS AND EXPERIENCE NEEDED

  • Clinical Psychologist
  • Experience working with NGO is preferred.
  • Significant experience on a similar position
  • Knowledge of public health issues and strong interest for GBV.
  • Training and supervision experience required
  • Strong organizational and supervisory skills
  • Capacity to create relationships with the communities, government authorities, INGO and UN agencies.
  • Ability to create tools and monitoring process
  • Honest, hard-working and a self-motivated person
  • Professional proficiency in Arabic and English is mandatory.
  • Proven pedagogical and psychological technical expertise
  • Patience and stress management
  • Ability to work with minimum support
