About Lebanon Humanitarian & Development NGOs Forum (LHDF)

The LHDF is an independent entity composed of local NGOs operating in Lebanon that facilitates the coordination between them and other relevant stakeholders to have an efficient response to the humanitarian and development needs in the country.

Lebanon Support is an action-oriented, non-profit research centre for and about civil society.

Lebanon Support is a multidisciplinary space creating synergies and bridging between researchers, experts, civil society and NGO practitioners, and activists. Lebanon Support aims to foster social change through innovative uses of social science, digital technologies, and publication and exchange of knowledge.

We achieve our action-oriented mission through 3 main programs:

Daleel Madani: Lebanon’s civil society network

The Civil Society Knowledge Centre (CSKC): Lebanon Support’s online research and information platform on public action and civil society issues.

 

Role and Responsibilities:

  • Jointly with the Inter-Agency PSEA Coordinator and respective UN/INGOs support PSEA compliance and capacity building with LHDF members and partners, in line with global UN and IASC policies and best practices. This includes implementation of personnel codes of conduct, PSEA policies, strengthening HR practices, internal and external reporting procedures, ensuring support for SEA survivors and requirements for investigations and protection of whistleblowers.
  • Support the Inter-Agency PSEA Coordinator in the planning and delivery of PSEA training to LNGOs on the values and standards of behavior expected of LNGOs, PSEA compliance in line with global standard and best practices,  how to take and action SEA complaints, including ensuring support for survivors, reporting and investigations
  • Support the IA PSEA Coordinator in the mapping of PSEA capacity and identification risks among LHDF members and partners and in the implementation of associated risk management measures.
  • Jointly with  Inter-Agency PSEA coordinator recommend action to integrate inter-agency community-based complaints and feedback mechanisms (CBCMs), or where required support LNGOs in developing complaints and feedback mechamisn, and PSEA Standard Operating Procedures (SOPs) and reporting procedures
  • Support the IA PSEA coordinator in monitoring and reporting on PSEA, including SEA cases, trained PSEA SEA Focal Points and appropriate PSEA policies for LNGOs .
  • Represent LHDF at the PSEA Network meetings, workshops and related events and ensure decisions and resources, SOPs and guidelines developed by the PSEA Network are communicated to LHDF members.
  • Support tracking and reporting of LHDF’s commitments on PSEA
  • Perform other duties, as required.

 Competencies:

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following three categories:

  • Advanced university education in humanitarian law, international relations, social science or related fields.
  • Minimum 4 years of previous relevant work experience (with a graduate degree), with experience working with refugee communities in humanitarian settings.
  • Demonstrated experience working on PSEA and/or AAP in humanitarian or development settings. Experience working on Protection and/or SGBV may also be considered.
  • Experience in developing and facilitating training and capacity-building activities is an advantage
  • Sensitivity to cultural diversity, discrimination, and gender issues
  • Ability to interact in a sensitive manner with survivors
  • Familiarity with data protection and confidentiality measures is an advantage
  • Fluent in English, both written and spoken
  • Fluent in spoken Arabic (conversational), written Arabic skills is a plus
  • Knowledge in French is a plus
  • Previous experience working with national and/or international NGOs or UN
  • Proficiency in Microsoft Office applications including Excel, Word, and PowerPoint
