About the Lebanon Humanitarian & Development NGOs Forum (LHDF)

The Lebanon Humanitarian and Development NGOs Forum (LHDF) is an independent entity, composed of local NGOs operating in Lebanon, that facilitates the coordination between them and other relevant stakeholders.

The Forum aims to facilitate the improvement, rationalization and optimization of the response to humanitarian and development needs in Lebanon particularly through:

  • Identifying strategic issues.
  • Facilitating the advocacy for common positions with a unified and consistent voice to influence policy and decision making.
  • Sharing information.
  • Facilitating the engagement and representation of the Forum’s members with external stakeholders.
  • Facilitating the empowerment of its members to reinforce their role, as local NGOs, in Lebanon.
  • Sharing best practices of LNGOs interventions in Lebanon.

As part of its coordination, advocacy, capacity strengthening and information sharing efforts towards localization, LHDF aims at delivering to its members a training workshop on Safety and Security.

Accordingly, LHDF is currently seeking to contract a trainer to deliver two-days Workshop on Safety & Security management for NGOs which will be held before the end of November 2022.

 

Objective and Scope of Work:

The overall objective of the trainer is to deliver the basics about Safety and security in order for each organization attending the training to develop its safety and security strategy/policies which would be adopted in case of emergencies.

General Tasks:

- Prior the training, familiarize with the work of each of the participating organizations and prepare the security training accordingly.

- Brief the participants about the overall security situation in Lebanon. Refer to the areas which are the riskiest and assess the situation of those regions in the upcoming months.

Pre-emptive measures:

- Introduce the participants to the necessary tools to set up the mechanisms in regard to crisis management (preparedness).

- Train the participants to develop a monitoring tool for security related issues (incidents, passive security measures, car movements…etc) and provide them with the necessary tools to analyse and share those data.

- Present to the participants the importance of “a” reliable focal point in dangerous places and their involvement in preserving the safety of the NGO staff in the field.

- Inform the participants about the necessary guidelines to create a security SOP covering Fire Safety and Evacuation, Active Shooting, Basic Communications and Warden Tree, Incident Reporting, Facility Assessment.

 

- Provide the participants with the necessary research tools to assess the security situation in and around the field. In addition, provide some security guidelines to the Security personnel of the NGOs about the recommended guidelines before sending the NGO team to the field.

- Train the participants to form a strong internal and external security network with relevant security contacts.

Emergency measures:

- Train the staff to take adequate decision when faced with a security emergency on the field.

- Develop an evacuation plan when needed. The evacuation plan should not be limited to incidents of armed conflicts but to incidents of natural disasters, fires, etc…

- The security staff will be informed how to equip its personnel and its car fleet.
