Duties and Responsibilities

Strategic tasks and responsibilities

  • Participate in the MSS regional strategic planning, risk management plan and contingency plan processes, and ensure optimized use of resources.
  • Provide relevant support, data and resources to conduct community healthcare needs assessment and to develop impactful program at the PHC and regional levels.
  • Identify and coordinate effectively  with primary health stakeholders at the regional level
  • Keep up to date with developments in the area with regards to primary health and socio-economic conditions
  • Maintain and oversee the proper implementation of MSS national program in line with policies and procedures and applicable laws.

Operational duties and responsibilities

  • Support technical managers in managing Health centers' employees, doctors and volunteers at the regional level.Lead nursing staffing decisions in collaboration with LRC’s HR department.
  • Advise and assist technical managers in staffing decisions.Lead the design and implementation of the nursing performance management system and ensure integration with the MSS performance management system.
  • Support in the effective on-boarding of newly hired personnel on their respective roles and responsibilities at the regional and local levels.
  • Support technical managers in the implementation of their respective performance management plans when needed.
  • Coordinate with local branches to ensure support for the implementation of the national primary health program.
  • Organize team meetings regularly  at the PHC and regional levels, identify needs of staff and facilitate communication between HQ and local teams.
  • Promote healthy and ethical working environment, raise concerns to technical managers, contribute to resolve conflicts and identify lessons learned.
  • Support technical managers in translating strategic plan, risk management plan and contingency plan into yearly operational plans, decisions, and actions  at PHC and regional level.
  • Support clinic managers in the development of accurate and timely data collection, ongoing performance indicators and reports for the national program in their PHCs.
  • Support the quality coordinator in the ongoing maintenance of the quality system.
  • Interact with beneficiaries, analyse their needs, solve issues and complaints in coordination with quality coordinator and technical managers.
  • Responsible to implement effectively the national primary healthcare program in their region according to planned objectives, work plans, budget, timeline, deliverables and indicators.
  • Responsible of the timely development of program qualitative and quantitative reports, identify gaps and ensure proper implementation of preventive and corrective actions.
  • Manage proper allocation, effective and efficient use of resources at the PHC and regional levels.
  • Identify needs of  PHCs including equipment, instruments, supplies, consumables, medications and coordinate with relevant functions at HQ.
  • Provide  technical managers with data and information regarding budget management including forecasting, reporting and targets  at the PHC and regional levels and report constraints as necessary.
