External Evaluation :Comprehensive Protection for the Syrian Refugee Population in Lebanon

Entreculturas and JRS aim to design a learning-oriented evaluation to understand what is working and what changes could be introduced to better meet the needs of the target population. The evaluation will provide Entreculturas and JRS with a learning opportunity to improve existing practices by assessing the degree to which project outcomes have been achieved. It will also assess how well JRS is improving its coordination with other actors in the area. This analysis will generate new knowledge, new lines of inquiry, and actionable insights that will allow for necessary adjustments during the remainder of the project. Additionally, the evaluation will provide specific assessments on the progress and results of the Agreement. The evaluation seeks to obtain relevant information through the analysis of the following basic processes:

a) Analysis of the coherence and relevance of the processes and activities carried out in relation to the expected results of the agreement.

b) Analysis of the processes and activities carried out with the components of gender perspective and interculturality, inclusion of people with disabilities, and respect for the environment.

c) Analysis of the level of progress towards the results of the project.

d)Furthermore, the evaluation will also address more global aspects such as the connectivity and sustainability of the processes promoted, the capacity building in educational centers, and the added value of the project in comparison to JRS's previous work in the field of protection and emergency aid in Lebanon.

How to apply

Interested candidates should submit their applications by the specified deadline, August 16, 2024.

Submission should include a cover letter, a technical proposal highlighting relevant experience and qualifications, a detailed curriculum vitae (CV) of main consultant(s), two previous evaluation reports authored by individuals matching the submitted CVs, and a comprehensive financial proposal.

Applicants should ensure their application is complete and meets all requirements. Any additional documents or information requested should be submitted accordingly.

JRS will review the received applications and select the most qualified candidate based on the provided qualifications and experience. Interviews will be held prior to the final selection process.

Thereafter, the selected evaluator will be notified, and further steps will be communicated by the organization.
The selected evaluator will be required to sign JRS child protection and PSEA policies.
