JOB SUMMARY:  This position will support the Ministry of Public Health (MoPH) to liaise between the various implementing partners on implementation of the immediate relief model (IRM), everything related to the subsidization of Primary healthcare services, and support the delivery of the long-term protocol for the subsidization of primary care service (LPSP).

The primary healthcare centers (PHCCs) belonging to the National primary healthcare network will be responsible for the delivery of subsidized services to target beneficiaries. Different partners (iNGOs and NGOs) will be responsible for the proper implementation and subsidization of care in the target PHCCs.  The ministry of health has the role of oversight and overall coordination of the entire activity and this position support the MoPH role in this activity.

MAIN TASKS AND RESPONSIBILITIES

•    Coordinate with partners under the supervision and direction of the MoPH to ensure the proper implementation of primary healthcare (PHC) service subsidization in network primary health care centers (PHCCs) 
•    Perform all liaison functions between the partners and MoPH including but not limited to: (i) follow up on PHCC selection; (ii) launch and implementation of the service subsidization; (iii) training of target PHCCs and partners for optimal implementation and service delivery; and (iv) timely reporting by partners. 
•    Follow-up on all service subsidization related activities in all the target PHCCs 
•    Ensure the proper implementation of the initiative as per the set protocols 
•    Coordinate with the Primary Health Care Coordinators and ensure they are in the loop about the different activities implemented in the PHCCs  
•    Conduct field visits to target facilities to ensure proper and timely implementation 
•    Follow-up on the adherence of primary healthcare centers in the utilization of the Health information system, “PHENICS” with capacity building as necessary 
•    Support the monitoring and evaluation activities related to PHC subsidization 
•    Collect, collate, and analyze partner reports related to PHC subsidization 
•    Submit a comprehensive monthly report about the progress PHC subsidization across all target PHCCs to the MoPH head of the department and recommend corrective action where needed 
•    Perform necessary administrative duties including setting up meetings, developing meeting agendas, writing meeting minutes etc. 
•    Coordinate and support the taskforce meetings 
•    Support the development and finalization LPSP with the taskforce and produce report and guidance on the package with a well-defined roll-out plan 
•    Perform other tasks as required by the MoPH head of the department 
•    Progress report to be submitted bi-weekly (short version) and monthly providing information on activities under the scope of work to IMC approved by MoPH 
•    Bi-weekly meetings with IMC to present and update on activities on ToR, with MoPH representatives as necessary   
•    Response to ad-hoc queries, in coordination with the MoPH, in a timely manner (e.g. donor requests for clarification or additional data, agreed by MoPH on request).

JOB REQUIREMENTS *

MINIMUM QUALIFICATIONS

•    Typically, a Bachelor’s in the healthcare field, preferably in nursing. Master’s in public health or equivalent. Equivalent combination of relevant education and experience may be substituted as appropriate.
•    Typically, 3+ years of relevant experience in the health sector, specifically in humanitarian and emergency response, including at least 2 years of experience in the primary healthcare sector in Lebanon .
•    Fluent in English and Arabic (verbal and written); French is a plus. 
•    Excellent Computer skills Microsoft Office (Word, Excel, PowerPoint)  
•    Excellent, interpersonal verbal and written communication skills.  
•    Attention to detail, strong analytical, decision making, time management and problem-solving skills. 
•    High level of motivation, integrity and work ethics.
