ToR - Consultancy assignment for Communication’s Consultant for the Bouzour Project in Lebanon
BACKGROUND
The International Labour Organization (ILO) is implementing the BOUZOUR project ‘Building Inclusive Markets and Decent Work for Lebanese host communities and Syrian refugees’ funded by the Swedish International Development Agency (Sida). The project aims to develop specific agricultural and agri-food value chains with potential for decent job creation and livelihoods of both Lebanese and Syrian vulnerable population groups and in particular women of both communities.
The project makes use of the ILO’s Approach to Inclusive Market Systems (AIMS) to safeguard jobs and livelihoods of vulnerable Lebanese and Syrian communities threatened by the crises and encourage decent job creation for both groups in sectors with potential. To that end, the project uses the market systems development approach to address key sectoral constraints to decent job creation sustainably, in combination with more direct interventions to strengthen capacities of vulnerable Lebanese and Syrian communities and safeguard decent work conditions.
OVERALL OBJECTIVE
The objective of this assignment is to provide the Bouzour project with photography, and communication services for the project. The assignment involves accompanying the Bouzour project team in field visits to photograph the project activities, interview project beneficiaries and production of communication content for social media, as well as news article pieces for the project website. All communication pieces need to follow ILO brand guidelines.
SPECIFIC OBJECTIVES AND SCOPE OF WORK
Objective 1: Photography services and documentation of field visits
The consultant will conduct field visits to photograph project activities in Lebanon. This will also include conducting interviews with project beneficiaries during the field visits to be able to produce news article pieces for particular interventions.
The consultant will actively lead on the interviews so that they can be used for the news pieces to be developed. This includes that the consultant will prepare a concept of the field visit, interview questions and plan.

Objective 2: Develop communication pieces and campaigns
The consultant will develop communication pieces and campaigns both in English and Arabic to disseminate results of the project activities. This can be as interviews, social media posts, reviewing project partner’s communication materials among others.
The consultant will develop a communication and dissemination plan for the project. This will include plan on news articles that cover all interventions, success stories in order to be published on BOUZOUR web-page.

All data and information received from ILO for this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference (TOR). The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the express advance written authorization of the ILO. All intellectual property rights arising from the execution of these TOR are assigned to the International Labour Organization. The intellectual property rights of the materials modified through the assignment remains with the International Labour Organization.
REQUIRED QUALIFICATION AND APPLICATION
To apply for this assignment, the consultant shall possess the following qualifications:
- Proven experience in photography services
- Excellent ability to develop high quality communication materials in English and Arabic
- Fluency in Arabic and English
- Experience producing communication materials for UN agencies or NGOs is considered an advantage
TIMEFRAME
This contract will be implemented from 25 April 2025 to 15 November 2025.
Deliverables shall be submitted in line with the requirements explained in the agreed upon TOR within the deadlines and are subject to the approval of the ILO.

FOCAL POINT
The Consultant will coordinate with the Bouzour Project Coordinator and the Project Officer, with the backstopping of the Regional Communication Unit and with the backstopping of the Specialist in ILO Beirut Office and with relevant technical departments involved in the ILO Headquarters.
