Since 2016, ICRC is engaged in a partnership project with Rafik Hariri University Hospital (RHUH) to provide to eligible emergency (surgical including Weapon Wounded, medical, gynae-obstetric and paediatric) patients (Syrian, Lebanese, Palestinian and Migrants) access to Emergency Care and subsequent services in RHUH supported services and wards. The access takes place through the Emergency Room (ER) and leads subsequent services including the Operating Theatre (OT), Intensive Care Unit (ICU), post-operative care, wards, maternity, as well as social services, physiotherapy and Mental Health and Psycho-social support. More specific to provide quality of care with adequate supplies and protocols. The project includes as well safe and timely referrals from and to other hospitals, external and internal referrals for medical and non-medical reasons to offer a comprehensive approach to the beneficiaries.

The project focuses on capacity building of the partnering Hospital staff to provide services in line with a tertiary teaching hospital according to international standards, developing a Research and Development program together with different Academics, looking at innovative solutions and products to deliver affordable and appropriate health care in a context of protracted crisis.

The project is led by a senior project manager, who is directly under the Head of delegation. The health file is under the hospital project manager and there is a wathab file going alongside with the health goals of the project under the construction project manager.

"Data Analytics Officer"

Based in “Rafik Hariri University Hospital - Beirut”

Full time – Fixed-Term Contract for 1 year (renewable)

Functional responsibilities:

  • Creates, reviews and adapts data collection tools according to the project indicators, and coordinates the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation.
  • Conducts capacity assessment on existing monitoring and evaluation system
  • Develops and regularly updates the Monitoring & Evaluation guidelines of the project in collaboration with the Project management
  • Ensures safety of the data collection through a proper data backup system.
  • Develops and implements data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information.
  • Liaises with the hospital to define a set of data needed and ensure those data are submitted on a timely manner.
  • Reports monthly, quarterly, half-yearly and annual progress on all project activities to the Project Manager.
  • Provides inputs, information and statistics for quarterly, annual and other reports to Project Management Team
  • Implements detail analysis of recorded data for key indicators for the project in order to facilitate the definition, redefinition or reorientation of project activity. Recommends further improvement of the logical framework.
  • On a monthly basis and in collaboration with the Project Management team, prepares and submits summary reports on analyzed data for both Hospital and ICRC.
  • Assists Project Management in the preparation of reports, including on the findings and lessons learned
  • Provides assistance and supports in all data related activities in the project upon request.
  • Organizes and conducts training to the staff and provide technical support to the team in the implementation of routine data recording, collection and entry for the selected project indicators.
  • Coordinates the work of the team member responsible of entering/capturing data for quality assurance including identification of training needs and providing coaching for the staff on issues related to data.
  • Participates in meetings and/or trainings as requested by Project Management team.
  • Regularly shares updates with the team to promote dynamism and reactivity, notably through preparation and presentation of data collected
  • Maintains regular contact and share feedback with internal and external stakeholders to ensure proper coordination on any questions or issues that can arise.

 

Certifications/ Education Required:

  • University degree
  • Knowledge of BI, SQL, statistical package, tableau.
  • Excellent command of English and Arabic. French is an asset.
  • Computer proficiency (Microsoft office: word, excel, PowerPoint)

 

Professional Experience required:

  • 3 to 5 years of experience in a similar function.
  • Ability to interact effectively with data users, managers and other stakeholders.
  • Ability to understand new business processes and their interplay with software and organizational structure.
