Background

INITIATE aims to enhance its inclusivity practices and integrate the principles of Localization, National Ownership, and Building the State (LNOB) into its internal systems and processes. To achieve this, INITIATE seeks an LNOB expert to provide technical guidance and support in identifying marginalized groups, analyzing internal policies, developing recommendations, and establishing a monitoring and evaluation framework.

Overall Objective

The LNOB expert will support INITIATE in understanding the context of marginalized groups, assessing its internal operations, and developing a strategic plan to integrate LNOB principles effectively.

Specific Tasks and Responsibilities

  1. Identification of Marginalized Groups and Best Practices:
    • Conduct a thorough desk review of existing literature, reports, and studies on marginalized groups in Lebanon, with a focus on Palestinian refugees.
    • Identify and analyze best practices from other organizations that have successfully implemented LNOB principles.
    • Develop a clear definition of marginalization aligned with the LNOB framework.
    • Facilitate focus group discussions and interviews with Palestinian refugees and relevant stakeholders to gather insights into their needs and challenges.
    • Develop specific recommendations for integrating LNOB principles into INITIATE's programs and projects.
  2. Internal Policy and Process Analysis:
    • Conduct a comprehensive analysis of INITIATE's internal policies, procedures, and processes, including HR policies, manuals, strategy papers, and communication channels.
    • Identify gaps and inconsistencies in alignment with LNOB principles.
    • Develop recommendations for aligning internal systems with LNOB principles, promoting inclusivity, and enhancing equity.
  3. Financial Resource Evaluation and Funding Opportunities:
    • Conduct a financial assessment to determine the resources required for implementing LNOB recommendations.
    • Identify potential funding sources and develop a resource mobilization strategy.
  4. Monitoring and Evaluation Framework:
    • Develop a robust monitoring and evaluation framework to track the progress and impact of LNOB integration.
    • Define key performance indicators (KPIs) aligned with LNOB principles.
    • Develop data collection tools and methodologies.
    • Provide guidance on data analysis and reporting.

Deliverables

  • A comprehensive report on the identified marginalized groups, including their needs and challenges.
  • A detailed analysis of INITIATE's internal policies and processes in relation to LNOB principles.
  • A set of recommendations for integrating LNOB principles into INITIATE's systems and processes.
  • A financial resource assessment and a resource mobilization strategy.
  • A developed monitoring and evaluation framework, including KPIs and data collection tools.

Qualifications and Experience

  • Advanced degree in social sciences, development studies, or a related field.
  • Proven experience in LNOB, with a strong understanding of its principles and practices.
  • Experience in conducting research, data analysis, and report writing.
  • Knowledge of the Palestinian refugee context in Lebanon.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
