Location: Lebanon
Reporting to: Inclusion Training Coordinator
Relations with others
Internally with Inclusion Training Coordinator, Project and country teams in Lebanon, and relevant technical advisors in the Global team.
Externally with partners staff, CBOs, local and international NGOs.

Around the world, older people are often excluded from development and humanitarian assistance due to lack of data on these groups in vulnerable areas and lack of age and disability-friendly information on the available services. Older people and persons with disabilities become susceptible to physical and mental illnesses and are more at risk of protection issues such as exploitation, discrimination, and neglect. They have increased needs and reduced access to services because of many barriers including lack of income and financial insufficiency, physical impairements, services are not adapted to their needs, lack of information on rights and available services, dependency on others and feeling of being a burden on their family members and caregivers, in addition to mobility restrictions related to the COVID-19 lockdown measures.
In order to improve the inclusion of older women and men, HAI provides technical and quality-assurance support on protection policy and programming for older people in development and humanitarian contexts.
Scope of the job
The Field Inclusion Officer will be under the supervision of the Inclusion Training Coordinator in the project titled “Older Persons Stream”, in Lebanon.
Job activities
The Field Inclusion Officer has a key role in facilitating and ensuring that older people are actively engaged in and benefit from the project activities. Specific responsibilities include:
- Provide support, guidance on protection and inclusion to older people and their families and communities
- Identify ways to remove barriers at their home and community encouraging their inclusion in social activities
- Promote changes within organizations and SDCs and the wider community to promote the inclusion of older people in their activities
- Raising awareness of staff and community members and older people to identify and address barriers to inclusion
- Implement systems for reporting any incidents of neglect, abuse and discrimination
- Liaise with community groups and other relevant organizations to promote the project activities on inclusion of older people.
- Respond to complaints and provide information on options for complainants
- Prepare and deliver presentations and workshops on inclusion to staff, stakeholders and partner organizations
- Monitor and evaluate the progress of activities and provide relevant support as needed.
- Co-facilitate and provide the respective support needed for SDCs staff on the implementation of HAI modules that will be led by the Inclusion training coordinator at the field level.
- Submit field and progress reports
- Accompany the NGO partners’ and SDCs’ staff in their daily activities both in the centres and during outreach work, and share feedback with them regarding any observations related to inclusion or exclusion of older people in the activities.
- Undertake any other duties assigned by the Inclusion Training Coordinator, Project Coordinator and Program Manager in Lebanon and/or the regional head of programs.

Essential
- At least 3 years of experience working for an NGO in a humanitarian context
- Good attention to details and good analytical skills
- Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer,).
- Patient, adaptable, flexible, open to feedback and improvements and remain responsive and communicate clearly and effectively under pressure
- Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
- Very good communication (written and spoken) in English and Arabic
- Excellent interpersonal skills
- Willingness to travel to different locations and areas all over Lebanon
- Comply with HelpAge International policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities, fraud and other relevant policies and procedures.
Desirable
- Experience of working with partners and networks members
- Experience of working in coordination with international and local NGOs as well as clusters or other coordination mechanism
