Technical assistance missions to the Lebanese Public Procurement Authority – Legal Support Unit Experts

In order to carry out the project, Expertise France will rely on experts specialized in public procurement.

Under the supervision of the Team Leader, and in coordination with the long-term expert and the head of component 2, They will be responsible for providing direct legal support to the Public Procurement Authority (PPA) in the establishment of a legal support unit.

The PPA, officially established on July 29, 2022 in accordance with the law, is a public procurement regulatory authority, whose missions are in particular:

- assistance and control of contracting entities in their public procurement operations,

 - the variation of the law in secondary legislation,

- the definition of national public purchasing policies,

 - the creation of public buyers’ professions and the definition of a national training policy,

-  the establishment of an e-procurement system, -

-  international cooperation in public procurement.

Objectives and expected results of the mission

In order to successfully implement the component 2, in particular output 2.3 on the operationalization of the PPA; Expertise France will rely on a legal support unit created within the legal department of the PPA.

This support unit will be reinforced by a pool of experts.

They will provide technical assistance on:

- questions asked by stakeholders (contracting authorities, potential candidates, civil society, etc.) on the law and its conditions of application,

- procurement projects that require legal expertise,

- supporting contracting authorities in holding tender committees.

General objective:

The experts’ mission aims to support the PPA in implementing the legal and regulatory framework on an operational level, strengthening the capacities of public procurement institutions and agents and improving transparency and integrity of the system.

Specific Objectives :

OS1. Process requests of all kinds, presented by stakeholders on the law and its conditions of application.

OS2. Provide technical and legal assistance on contracting authority procurement projects

OS3. Support contracting authorities in setting up and maintaining their tender committees

Expected results :

Result 1: Stakeholders obtain the expected answers on the law and its conditions of application

Result 2: A database is created on questions and answers (FAQ), and published on the website of the PPA

Result 3: The PPA is able to provide the technical assistance provided for by the Law on procurement projects or ongoing procedures, on its own initiative or at the request of the contracting authorities

Result 4: The PPA is able to delegate representatives to contracting authorities to assist the tender committees as necessary
