المنظمة الدولية للتقرير عن الديمقراطية (DRI) هي منظمة غير حزبية، مستقلة، ولا تبغي الربح، مسجلة في برلين - ألمانيا. تعزز المنظمة المشاركة السياسية للمواطنين/ات، مساءلة هيئات الدولة، وتطوير المؤسسات الديمقراطية في جميع أنحاء العالم. الخطاب الديمقراطي هو أساس رسالتنا ورؤيتنا. في عملنا، نُسهّل النقاش والتبادل حول الحكم الديمقراطيّ والحاجة إلى خطاب مُستمر يلتزم بالقواعد الديمقراطية.

تنشط DRI في لبنان منذ العام 2016، وتعمل لترسيخ مبادئ الديمقراطية وتقريبها من الناس من خلال الحكم المحلي الفعَال، وتعزيز الشفافية، ومشاركة المواطنين/ات. يرتكز عملنا في لبنان على ثلاث مجالاتٍ رئيسية:

• تمكين المجتمع المدني، ولاسيما الشباب، والنساء، بالمشاركة الفعّالة في الحياة السياسية والانتخابات، وزيادة تمثيلهم/نّ في مواقع صُنع القرار.
• تعزيز الحكم الرشيد والنزاهة الحكومية وسيادة القانون.
• زيادة المشاركة ما بين الناس والسُلطات المحلية لتحسين الخدمات العامّة وتطوير التعاون بين مختلف الجهات الحكومية.

حول المشروع

يهدف مشروع "إضفاء الطابع المحلّي على الإصلاح السياسي في لبنان: دعم الحكومات المحلية والمجتمع المدني لإحداث التغيير في مجتمعاتهما المحلية" إلى رسم أجندة الإصلاح السياسي، من خلال بناء مجتمعٍ من صانعي/ات التغيير على المستويَين الوطني والمحلي. ويرمي المشروع إلى تزويد ذوي التوجّه الإصلاحي من المسؤولين في الإدارات العامة والأطراف الفاعلة في المجتمع المدني بالأدوات والموارد اللازمة ليزيدوا من تأثيرهم على المؤسسات العامة والمجتمعات المحلية، للدفع في نهاية المطاف في اتّجاه إصلاح السياسات العامة على أساس مبادئ الشمول والمساءلة والحوكمة السليمة.

ونظراً إلى الأهمية البالغة في تمكين الرجال والنساء والفئات الشابة وتعزيز معرفتهم ومهاراتهم في ما يخص الحكم المحلي، يدعم المشروع الجهات الفاعلة في المجتمع المدني والبلديات للتأثير على أجندة الإصلاح التي تدور حول مطالبهم.

دعوة إلى إبداء الاهتمام

إستجابةً للعدد الكبير من الطلبات التي تلقيناها خلال العام 2023، مما يدل على الاهتمام الشديد بالسياسات البلدية كعامل للتغيير، ستطلق DRI برنامجًا لمشاركة الخبرات والمهارات بهدف تسهيل قنوات تبادل المعرفة والخبرة ما بين أعضاء المجالس البلدية الحاليين والمستقبليين. سيجمع البرنامج مواطنين/ات من مناطق مختلفة، مع مراعاة مبادئ الجندرة، لمساعدتهم/نّ على اتخاذ قرارات تشاركية وتنفيذ سياسات فعّالة تفيد مجتمعاتهم/نّ. سيتضمن البرنامج دورات تدريبية حول الحكم المحلي كالعمل البلدي، مالية البلديات وإعداد ميزانيتها، الحق في الوصول إلى المعلومات، واللامركزية.

سيوفر البرنامج أيضاً منتدىً حوارياً لأعضاء المجالس البلدية الحاليين والمستقبليين للتواصل، مع التركيز على الحوكمة التشاركية، المساواة بين الجنسين، وتمكين الشباب.

سيتم اختيار المشاركين/ات بناءً على المعايير التالية:

1. الاهتمام بالمشاركة في البرنامج،
2. الالتزام بكامل أنشطة البرنامج،
3. أن تكون/ي حالياً عضواً/ة في مجلس بلدي أو أن تنوي الترشح إلى عضوية في مجلس بلدي،
4. وجود برنامج إصلاحي تنموي لبلدتك،
5. وجود سجل قوي بالمشاركة في برامج المجتمع المحلي

About DRI

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes the political participation of citizens, accountability of state bodies, and the development of democratic institutions worldwide. Democratic discourse is the basis of our mission and vision. In our work, we facilitate discussion and exchange about democratic government and the need for a continuous discourse adhering to democratic rules.  

DRI has been active in Lebanon since 2016. We strengthen democracy by bringing it closer to people through effective local governance, improved transparency, and citizen participation. Our work in Lebanon focuses on three areas:

• Empowering civil society, notably youths and women, to participate actively in political life and elections, increasing their representation in decision-making positions.
• Promoting good governance, public integrity, and the rule of law.
• Increasing engagement between people and local authorities to help improve how public services are delivered and cooperation between different levels of government.

About the Project

The project “Localising political reform in Lebanon: Supporting local governments and civil society to effect change in their communities” contributes to setting the political reform agenda through building a community of change makers at the national and local levels. The project aims at equipping reform-minded public officials and civil society actors with the tools and resources to gain increased influence on public institutions and local communities, ultimately pushing for policy reforms along the principles of inclusivity, accountability, and good governance.

The Call for Expression of Interest

In response to the high number of applications that DRI received in 2023, denoting acute interest in municipal politics as an enabler of change, DRI will launch a capacity-sharing programme to facilitate peer-to-peer knowledge and expertise exchange among the current and prospective municipal council members. The programme will gather citizens of all genders from different areas to support them make inclusive decisions and implement policies that benefit their communities. The programme will include training sessions on local governance such as the municipal mandate, municipal finance and budgeting, and access to information, as well as other training topics that will be identified within the participants’ needs assessment at a later stage of the programme.

The programme will also provide a forum for the current and prospective municipal council members to network and exchange knowledge, while focusing on inclusive governance, gender equality, and youth empowerment.

The participants will be selected based on the following criteria:

1. Interest in participating in the programme,
2. Commitment to the entire programme activities,
3. Being a current or prospective municipal council member,
4. Having a reform-oriented agenda, and
5. Having a strong record in local community engagement.
