Site Manager - Climate-Smart Livelihoods Initiatives and Market Access Tailoring (CLIMAT)

 

CLIMAT is a one-year Food for Training (FFT) project implemented by Cooperation Without Borders (CWB) and the Environment and Sustainable Development Unit (ESDU) at the American University of Beirut and funded by the German Cooperation through the World Food Program (WFP). It aims to sustainably improve the skills, capacities and livelihood opportunities of vulnerable Lebanese and Syrian refugees in Northeast Baalbeck and West Bekaa. CLIMAT will build capacities for women and youth, provide agriculture training for individuals and cooperatives including skills building and material support, and create market linkages. Three value chains will be targeted including small ruminant production, alternative and climate-smart agricultural crop production, and agro-food processing.

 

Under this project, CWB is seeking to recruit a Site Manager who will be responsible for supervising construction sites and running demonstration plots and production units established in Northeast Baalbeck in addition to assisting in on-site activities and trainings.

 

 

Objectives

The objective of the Site Manager position is to serve as the point of contact for contractors and liaise between different stakeholders on site in Northeast Baalbeck. He/she must possess good agricultural experience and strong organizational and communication skills.

 

 

Scope of Work

 

The Site Manager will be primarily responsible of the following activities:

  • Supervise and oversee daily operations and activities progress; ensure that the project specifications and requirements are met; and coordinate with quantity surveyors to monitor costs
  • Liaise with project coordinator, construction contractors, agriculture engineers, and community members
  • Supervise demonstration plots (i.e. pasture and grazing management demo-plots, floriculture demo-plot, hydroponic tomato/cucumber production demo-plot, raspberry/blueberry production demo-plot, aromatic plants production demo-plot, supplementary irrigated freekeh production demo-plot, nursery development) and production unit workers
  • Assist in the procurement of tools and materials
  • Make food safety inspections and ensure work and site safety
  • Prepare site reports, designs and drawings
  • Maintain quality control procedures
  • Monitor production and act to prevent and solve complications
  • Assess and minimize risk
  • Write reports and monitor paperwork
  • Negotiate contracts and secure permits and licenses
  • Relocate or face a longer commute as and when required.

 

 

Essential Minimum Qualifications

 

  • University degree in agriculture or related fields
  • Proven work experience in agriculture infrastructure or project-based work site
  • Budget management skills
  • Excellent communication skills
  • Knowledge and exposure to the social and cultural values of the region
  • Knowledge of climate smart agriculture principles
  • Excellent knowledge of Arabic and English languages

 

 

Main Deliverables/Expected achievements:

 

  • Demonstration plots are constructed and well-maintained.
  • Production is regularly monitored, results are regularly measured and analyzed, and corrective actions are initiated whenever required.
  • Communication between project coordinator, construction contractors, agriculture engineers, and community members is facilitated.
  • Required tools and materials are procured.
  • Site and workers safety are well ensured.
  • Food safety measures and quality control standards are ensured throughout the production process.
  • Field workers contracts are negotiated and permits and licenses are secured.
  • Site reports/designs/drawings are developed.
  • Weekly and monthly reporting to CWB Coordinator is held.
