Job Summary:

The Field Engineer will oversee the construction of irrigation channels, and the establishment of water infrastructures, ensuring the successful implementation of projects that enhance agricultural productivity and water management. This role involves communication with water authorities and associated local communities, negotiation for project approvals, conducting assessments of existing channels, preparing Bills of Quantities (BoQs) and tender documents, and monitoring construction work. The Field Engineer will also be responsible for submitting regular reports and attending coordination meetings to ensure alignment with project goals and timelines.

Key Responsibilities:

  • Communication & Negotiation:
    • Liaise with local water authorities and stakeholders to facilitate project approvals and gather necessary documentation.
    • Negotiate terms and agreements related to project execution and resource allocation.
  • Assessments:
    • conduct thorough assessments of current irrigation channels to identify areas requiring rehabilitation and improvement in collaboration with relevant authorities and through consistent communication with the associated communities.
    • Analyze environmental and technical requirements to inform project planning.
    • Develop detailed project plans and timelines.
  • Documentation:
    • Prepare detailed Bills of Quantities (BoQs) and tender documents for irrigation channel construction projects.
    • Ensure all documentation complies with regulatory and organizational standards.
    • Assist in evaluating contractor bids and selecting suitable contractors.
  • Construction Oversight:
    • Daily follow-up on construction activities to ensure they align with project specifications and timelines.
    • Monitor the quality of work performed by contractors.
    • Coordinate with contractors, suppliers, and local authorities to resolve any issues that arise during construction.
  • Monitoring and Reporting:
    • Conduct regular site visits to monitor construction progress and quality.
    • Prepare and submit daily and weekly progress reports to the Project Manager.
    • Document and report any deviations from project plans and propose corrective actions.
    • Identify and anticipate potential risks and constraints related to the rehabilitation activities, and propose alternative strategies to the Project Manager.
  • Coordination:
    • Maintain regular communication with water authorities, contractors, and other stakeholders.
    • Represent the organization in coordination meetings with local authorities and partners.
    • Ensure clear and effective communication of project progress and challenges to the Project Manager and relevant stakeholders.
  • Additional Tasks:
    • Perform any other duties as assigned by the line manager, which may include technical support, training of local staff, or participation in community engagement activities and others.
    • Qualifications:
    • Education:
      • Bachelor’s degree in Civil Engineering or a related field.
    • Experience:
      • Minimum of 3 years of experience in construction engineering, preferably with a focus on irrigation or water management projects.
      • Experience working with government authorities, negotiating project approvals, and familiarity with local regulations and standards related to water infrastructure and construction.
      • Experience working with NGO/INGO
      • Experience in land topographic surveys is a plus.
      •  
        • Proficient in preparing BoQs, tender documents, and technical reports.
        • Excellent communication and negotiation skills.
        • Ability to work independently and as part of a team.
        • Proficiency in AutoCAD and MS Office
        • Good written and verbal communication skills to prepare and present regular reports.
        • Fluent in English (writing and reading)

    • Capability to manage multiple tasks simultaneously.
    • Willingness to travel to project sites as required.
