Program Objectives

The Program Development Objectives are to promote equitable access, enhance quality of learning, and strengthen the systems in Lebanon’s education sector in response to the protracted refugee crisis. The key results are as follows:

  1. Increase in the proportion of school-aged Lebanese and non-Lebanese children (3–18) enrolled in formal education;
  2. Increase in the proportion of students passing their grades, and transitioning to the next; and
  3. Improve MEHE’s capacity to review, evaluate, and update the Program implementation.

Tasks and Responsibilities

 

Under the S2R2 Program, the Center for Educational Research and Development (CERD) is looking for Education Assessment Specialist to design, implement, and monitor assessment functions for effectiveness and efficiency.

Below are the main tasks and responsibilities:

  1. Work closely with CERD leadership, namely to CERD S2R2 Steering Committee in monitoring the Assessment Strategy’s approved deliverables, and ensuring a focus on quality of design, development, testing and implementation;
  2. Work closely with CERD’s Heads of Departments, namely the Educational Research Bureau (CERD-ERB) and the Joint Academic Department (CERD-JAD) in the development of the formative and summative assessment framework in accordance to the S2R2 Program as well as to CERD entities’ work plans;
  3. Work closely with CERD working teams, designated Focal Points (FPs) and technical experts in designing Standard Operating Procedures (SOPs) for the Assessment framework;
  4. Coordinate with the concerned Curriculum committees and textbooks committees
  5. Manage the implementation of assessment methods including summative and formative assessments for each program and methods of data collection;
  6. Ensure that gathered data are designed to address formative and summative assessments results;
  7. Contribute to the development of aggregate reports on various activities undertaken by CERD working teams using assessment tools.
  8. Support CERD management in gathering information and carrying out consultations during the development of the Annual Work plan.
  9. Coordinate closely with CERD S2R2 Steering Committee and SPDA to provide overall guidance on the needed reporting;
  10. Contribute to building the capacity of CERD designated staff;
  11. Perform other tasks related to the program objectives as assigned by CERD President or S2R2 Steering Committee.
  12. Validate the accuracy and ensure confidentiality of the information developed, merged, and/or reported related to specialty area. 
  13. Oversee and participate in administering, scoring and processing a variety of assessments 

Contribute to CERD's evaluation activities of official exams and international assessments (PISA, TIMSS, etc.)

 

Previous Experience

  1. Minimum 10 years of professional work experience in a similar role of Education Assessment Specialist;
  2. Solid Knowledge and experience in designing, validating and assessing national, international summative and formative assessments;
  3. Solid Experience with research design, including surveys, interviews and focus groups;
  4. Strong background in analytical skills, and advanced skills in data management and statistical analysis;
  1. Proven experience with donor-funded projects is strongly preferred;
  2. Proven experience with public sector is a plus.
