For individual consultants:

Please submit your technical and financial proposal to undertake the above activities by sending an email to [email protected] . The Consultant should submit a detailed proposal with the following components:

a) Technical proposal to include:

  • Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used;
  • Copy of the CV;
  • List of previous clients for similar jobs;
  • Copy of newly issued judgmental record for nationals;
  • Copy of ID or passport

b) Financial proposal detailing the following:

  • Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE
  • Provide proof of Ministry of Finance of Lebanon registration (Fiscal number)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.

CARE International in Lebanon (CIL) is seeking a Mapping consultant to lead the Mapping exercise under the LINKS Project at CIL. CARE will update and expand the current mapping feature that is on the site. To do this, CARE is need of a consultant to undertake a multi-sectoral mapping exercise to show the most up-to-date available services and current gaps. This will include services by both NGOs and municipalities.  Specifically, CARE will assess the preparedness of municipalities in terms of responding to disasters.

The consultant will be conducting the mapping exercise around the operational areas of organizations registered on the LINKS Platform.

Deliverables  & Timeline:

Milestone

Conduct a desk review of relevant literature, policies, and reports on Lebanon's vulnerable communities

Number of Days: 2

Deadlines: April 17, 2023

Develop a comprehensive multisectoral mapping methodology, including tools for data collection and analysis.

 

Number of Days: 3

Deadlines: April 19, 2023

Identify key stakeholders and partners for engagement, including municipalities, local government agencies, and NGOs. Train and manage a team of data collectors and ensure the quality of data collection.

Deadlines: May 2, 2023

Conduct field visits to municipalities in Lebanon to gather data on their preparedness, needs, challenges, and priorities across different sectors.

Deadlines: May 26, 2023

Analyze the collected data and identify the key needs and challenges of the targeted communities across different sectors. Identify the most vulnerable groups within the communities and their specific needs.

Deadlines: June 5, 2023

Prepare a final report summarizing the findings and recommendations. Develop a comprehensive report on the key findings and recommendations for interventions and programs to address the identified needs and challenges.

Consultant Profile

  • At least   5-10  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on Multisectoral Needs Assessment
  • Master’s degree in one or several of the following areas: NGO Management, Social Sciences, Statistics, or any relevant field.  
  • Experience using data analysis tools and software such as KOBO, SPSS, and others.

Competencies

  • Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level.
  • Previous experience in conducting a needs assessment targeting vulnerable communities in the Lebanese context
  • Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
  • Motivated self-starter who enjoys working in a collaborative and international environment
