في العام 1986، جمعت قضية الإعاقة مجموعة من الأشخاص ذوي الإعاقة وأصدقاء لهم، آمنوا بأن العيش اللائق والكريم هو حق لكل انسان، وإن قاعدة الحقوق والواجبات هي التي يجب ان تكون الراجحة. بناء عليه انطلق المنتدى بمسيرته الحقوقية للمطالبة بإعطاء الأشخاص ذوي الإعاقة ما هو حق لهم.  اتخذ المنتدى له مجموعة من الأهداف والوسائل التي تُؤمن انخراط الأشخاص ذوي الإعاقة في المجتمع. فالمنتدى آثر على نفسه أن يصحح نظرة الجميع عن الأشخاص ذوي الإعاقة، فلا يكون التعامل معهم بناء على عامل الشفقة بل على اساس انهم جزء طبيعي من مكونات اي مجتمع لهم حقوق وعليهم واجبات.  لهذا عمل المنتدى على استصدار القانون 220/2000 المتعلق بحقوق الأشخاص المعوقين في لبنان و الذي أُقرّ في مجلس النواب عام 2000. هذا القانون الذي يعتبر المنتدى نفسه مسؤولاً عن الدفع لاستصدار المراسيم التنفيذية الخاصة به، وهو يُعد أحد أبرز انتصارات المنتدى في مسيرته الطويله.

The overall objective of the project is the delivery of tailored multi-sectoral packages of services to PwDs, older persons and those living alone in Akkar, Tripoli and El Menieh-Dennieh districts to enhance their food security level and their hygiene practices, support their independence and well-being, and to promote their safety and dignity.
