1          Overview of the British Council

2          Introduction and Specification

 

Increased Resilience project in Tripoli phase 4 aims to continue to increase the individual resilience of young women and men in 8 “hotspot” areas at risk of violent extremism (that is areas where significant recruitment to violent extremism has occurred and where violence ideology is increasing) in Tripoli city and its neighbourhoods. It will also increase the collective resilience among the different groups of young people that are at risk of VE and CSOs, from across divided communities, by enabling them to work together on a common objective.

 

The British Council has conducted a study on the Technical Vocational Training Education in Tripoli with Local authorities, TVET Schools in Tripoli, Local Actors in Tripoli’s Labour Market, Local and International NGOs, and group of Young Women and Men in Tripoli.

TVET directors highlighted that there’s disconnection and lack of communication and coordination between TVET schools and labour market skills, and they suggested that TVET interventions in Tripoli for drop out youth should focus on skills that can be learned and acquired in short period training such as: Heating & Cooling systems, Aluminium Fabricator, Glass Fabricator, Plumbing, Woodworkers, Leather & Shoes Maker, Tailor, Calligraphy Sign Writing, Hardware Maintenance, and Graphic Design Software., etc…. However, the youth consultation showed that youth are interested in the following set of skills:

  • Hairdressing for children
  • Photojournalism and video/content creation
  • Telephone hardware and software service
  • Soap making

Deliverables

 

The supplier shall Support 65 young women and men in Tripoli, who are drop outs and coming from vulnerable communities (Tabbaneh, Jabal Mohsen, Baddawi, Baddawi Camp, Qobbeh, wAdi Nahle, Makoubin, Mina), with an age rangebetween  15 and 27 years, males and females, with Job placement opportunities and /or internship programs in private sector in Tripoli based on the TVET trainings to be delivered to them before 15 March 2022.

Prior to the job placement plan, the consultants shall provide a 25 days TVET trainings in its location in Tripoli in a face to face module in Arabic through an interactive and youth friendly approach. The skill are selected based on youth consultation process, these include the following:

  • Hairdressing for children
  • Photojournalism and video/content creation
  • Telephone hardware and software service
  • Soap making

In the planning phase, the consultants shall add to these skills more skills based on their experience of what they see as successful TVET education for such youth profile within 25 days in Tripoli.

The supplier shall prepare an online google form to ask the participants to select the most preferred class / skills for each participant.

A maximum of 4 classes and a minimum of 3 classes shall be provided for the participants based on the selected skills.  

The Consultant shall provide the following to the British Council:

 

  • Deliver a 25 days trainings on TVET skills in the location of the supplier in Tripoli
  • Submit a job placement/internship plan of the 65 participants, the plan must focus on sustainability approach with the employers on both short and long term.
  • Develop partnerships with other NGOs and private sector institutions that can maintain job placement program for the 65 youth  and to be embedded in the sustainability plan
  • Design well-tailored and adequate curriculums / Tailor the curricula towards the changing demands of the local job market for the skills to be provided.
  • Ensure social and economic empowerment for marginalized individuals.
  • Ensure selection of suitable venue for proper implementation, security and accessibility, in Tripoli.
  • Prepare online google forms to capture participants perceptions and interests before, during and at the end of the implementation of the Trainings
  • Coordinate with 13 CSO representative to maintian the 65-youth attendance during the 25 days training and ensure their commitment in the trainings.
  • Report to the British Council emergent cases that shows a need for PSS intervention
  • Submit a weekly report in English (not less than 4 pages) to the British Council to capture attendance, impact, progress, lessons learned, opportunities and challenges.
  • Submit a Clear and detailed implementation plan 1 week prior the training delivery.

 

Interested suppliers, experts or NGOs can submit their proposal for the delivery of the listed 4 slots vocational trainings topic or they can only submit to one or two or three slots.

 

The British Council will cover transportation allowance for 25 days for the 65 participants in the Technical Vocational Training in Tripoli.

Note that the Project closes on 25 March, and the consultancy must end on 15 March, invoices, reports, and deliverable shall be completed by 15 March 2022.

 

For each slot we expect to have approximately between 16 and 20 young girls and boys.

Required materials:

  • A clear proposal and a timeline responding to the deliverables of this consultancy within the timeframe of the implementation
  • Language of training: Arabic/ English for technical terms
  • Training materials including Power point presentation, Agenda of the workshop, exercises, tools – in English and Arabic
  • pre and post-test questionnaire – In English and Arabic
  • Submit end of assignment report on acquired knowledge including the trainees’ answers on pre and post-test and highlights, challenges, recommendations, and training outcome- In English and Arabic

3     Quotation Validity

3.1       Your quotation must remain open for acceptance by the British Council for a minimum of thirty days from the date that it is issued to the British Council in response to this requirement.

4          Payment and Invoicing

4.1       The British Council will pay correctly addressed and undisputed invoices within 30 days of the Invoice Date. General requirements for an invoice for the British Council include:

  • A description of the good/services supplied is included.
  • The British Council reference (i.e. Purchase Order number) is included.
