Call for Proposal - Virtual Environment Platform Developer

The SR2 Project requires building lasting relationships with parties from across Lebanese society interested in the PVE issue. The sectorial PVE workshops should not be seen, by participants or others, as a flash in the pan, or an attempt simply to be seen to be engaging. Instead, the effort must form part of a genuine programme of dialogue with highly important segments of the population and society. 

To this end, sustained engagement requires a framework within which it can take place, as well as a function to support it. Deep and continued engagement does not occur accidentally. The PVE Unit has recognised the value of building an online platform which can help to support the achievement of mutually held objectives. The virtual environment platform will bring together cohorts and provide a space in which they can engage and support a wide range of activities linked to a particular issue or a desired outcome.   

To realise this ambition, a Virtual Environment Platform Developer is required to help develop the technical framework and architecture for the virtual environment platform. Working with the Communications Team, as well as with the National PVE Coordination Unit, the specialist will be responsible for the definition, design and delivery of the platform ready for its launch at the National conference. 

The purpose and scope of this RFP and supporting documents is to explain in further detail the requirements of the British Council and the procurement process for submitting a tender proposal. 

 

Specification  

The Virtual Environment Platform Specialist will be responsible for developing the online Exchange platform. This will involve working with colleagues to:
Build the platform in accordance with the precise purpose, scope and objectives of the Exchange platform as agreed by the PVE Unit , ascertaining precisely the role it will be required to fulfil within the wider National Consultation Process around the National Strategy for Preventing Violent Extremism; 

  • Determine and communicate Environment URL, presentation, layout, and functionality guidelines
  • Develop all necessary functions, user interface features, and online features drawn on the recommendations of the Communications Team and the PVE unit.
  • Provide a detailed written and visual site map and user experience scenarios in collaboration with the Communications Team and the PVE unit.
  • Design fully the graphic user interface of the platform, its subpages, its interactive functions, and layout of its content for sharing, download, and print
  • Define the work schedule for the delivery of the platform, with clear approval milestones and client engagement intervals built in.
  • Conduct Environment quality assurance testing including user experience, user interface, security, and functionality
  • Determine the associated content that will populate the platform as well as its on-going management and upload as required.
  • Design platform guidelines (code of conduct, privacy policy, terms & conditions and accessibility)
  • Develop a secure back-end for user-friendly content creation, content upload, knowledge extraction, use monitoring and evaluation, and online communication for the operation of the Communications team.
  • Deliver back-end training on content uploading, knowledge extraction, evaluation report generation (in person, webinar and report based) with identified members of the Communications Team and PVE Unit.
  • Ensure ISO and GDPR compliant data management, security procedures, and data protection are fit for purpose for the PVE Unit. 
  • Determine and stress-test the user-friendly customer journey for the platform in a way that ensures usability across demographics and abilities. 
  • Provide a comprehensive knowledge capture and monitoring and evaluation plan for assessing the success of the platform, including key indicators, M&E tools and identifying roles and responsibilities. 
  • Execute platform bug and user testing ahead of going live 
  • Deliver the platform ‘live’ and launch registration of initial partners.

 

Mandatory Requirements / Constraints 

As part of your tender response, you must confirm that you meet the mandatory requirements / constraints, if any, as set out in the British Council’s specification forming part of this RFP. A failure to comply with one or more mandatory requirements or constraints shall entitle the British Council to reject a tender response in full. 

 

Qualification Requirements

The Qualification Questionnaire is based on template questions to assess the suitability of a supplier to deliver the required goods/services. If the QQ is not used for this procurement.
