Work Location: 50% HQ, 50% B&Z Lebanon Community Centers 

Reporting to: Lebanon Country Director and technically to Chief Development Officer

Main Responsibilities :

A. Strategic Planning and Program Development: 20%

  • Support the head of partnerships and development\ the CDO and the technical team in the development of new projects and programs by providing good resources and inputs on needs, context, project needs the best implementation strategies, and lessons learned, lead Lebanon program managers on the development of new project\programs ideas for new or existing programs in consultation and the support of the regional technical managers and the CDO.
  • Support and have a vital role in proposal and concept note development by providing quality work plans, detailed implementation plans, detailed risk analysis, and support the finance team in developing quality budgets.
  • Collaborate with the head of Partnerships and Program Development to ensure that program design is evidence-based, contextually relevant, and aligned with the organization's strategic goals.

B. Program Management, Coordination, and Monitoring: 60%

Manage the implementation of the organization's programmatic strategy in alignment with its mission and goals, based on the context and needs assessments conducted, and in line with the HQ Strategy and guidance.

  • Oversee the implementation of all programs and projects and provide the necessary guidance to the program teams.
  • Supervises country program managers, validating the suitability, relevance, and feasibility of the programs and their approaches, with the support of the regional technical managers.
  • Accountable to provide the support and guidelines for the program implementation team and should develop the necessary tools for an adequate follow-up (detailed implementation plans) and track project activities in accordance with the project's agreement.
  • Ensure the implementation and staff conduct is adhering to B&Z code of conduct and Safeguarding policy, ensure Inclusion Equity, and diversity in all programs aspects.
  • Provide guidance and support to program managers and project managers in the planning, implementation, and reporting of activities
  • Ensure effective coordination and collaboration among different program teams and stakeholders.
  • Ensure that program managers and project managers are attending the relevant sector meetings and working groups
  • Regularly review program data, conduct analysis, and provide feedback for program improvement.
  • Track deliverables and communicate the project's progress to the CD and CDO, as well as external partners and donors;
  • Responsible along with the operations managers for planning and overseeing robust annual needs assessment.
  • Responsible for the program's team development by suggesting and ensuring adequate capacity-strengthening plans and conducting the annual appraisal of the program team.

C. Reporting 5%:

  • Ensure that program and project managers are accountable for producing accurate and timely reports.
  • Review and provide feedback on internal reports produced by program managers and quarterly and final external reports to project managers.
  • Prepare regular reports on program activities, progress, and achievements for internal and external stakeholders.

D. Financial and Resource Management 10%:

  • Work closely with the finance team to develop program budgets, monitor expenditures, and ensure financial accountability.
  • Review financial progress, identify realignments where needed, and ensure resources are being effectively and efficiently used;
  • Identify resource gaps and collaborate with relevant stakeholders to secure the necessary resources for program implementation.
  • Ensure compliance with donor requirements and reporting obligations.

E. Partnership Development and Representation: 5%?

  • Establish and maintain partnerships with relevant local stakeholders, including government entities, NGOs, and community-based organizations.
  • Occasionally represent Basmeh and Zeitooneh in meetings, conferences, and other forums to advocate for the organization's mission and promote collaboration.

Qualifications & Skills:

  • Proven experience (minimum 5-7 years) in program management, preferably in humanitarian or development settings.
  • Strong understanding of humanitarian principles, project cycle management, and results-based management.
  • Demonstrated knowledge in proposal development, fundraising, and donor relations.
  • Excellent leadership and team management skills with the ability to motivate and inspire staff.
  • Strong analytical and problem-solving skills, with the ability to think strategically and make informed decisions.
  • Excellent communication and interpersonal skills, with fluency in written and spoken English. Knowledge of other languages relevant to the organization's operations is an advantage.
  • Ability to work effectively in a multicultural and challenging environment, demonstrating resilience and adaptability.
