- Background
Under the Palestinian Youth Project (PYP), a multi-year programme awarded to ARK by the Department of International Development (DFID) that aims to support Palestinian youth in Lebanon. The project will improve their economic and social participation as well as enhance the role of Youth in local governance whilst reducing the likelihood of young Palestinians resorting to negative coping strategies. ARK is searching for a fire fighting expert to assist in providing Fire Fighting Training to the Civil Defence teams.
- Purpose
ARK is searching for an accomplished and highly motivated Fire Fighting Trainer to provide assistance to the Civil Defence Coordinator to train Palestinian Civil Defence teams inside Palestinian camps in Lebanon. The trainer will be responsible for assisting the Civil Defence Coordinator in the training on Advanced Fire Fighting Techniques including a practical training (manoeuvre).
ARK has established four civil defence teams in four Palestinian refugee camps in Lebanon, one in Ayn al Hilweh, one in Beddawi, one in Burj al-Barajneh and one in Bourj el-shemali camp. Those four civil defence teams are fully operational. During the current phase, ARK intends to carry out advanced firefighting techniques training including first aid techniques to the civil defence teams. The experience of the team members varies from one member to another. There is also variation in the ag and the educational level of the volunteers.
Therefore, ARK is seeking to contract an expert trainer on Fire Fighting techniques to assist in conducting around 20 training days for the civil defence teams.
- Description of Services Required and Deliverables
- Assist the Civil Defence Coordinator in conducting an advanced fire-fighting training for 8 days on fire-fighting techniques and evacuation plan with first aid techniques including a practical training (manoeuvre) for 2 civil defence teams (8 days training in Ayn al Hilweh camp, and 8 one in Beddawi camp)
- Assist the Civil Defence Coordinator in conducting a fire-fighting training for 4 days for Burj al-Barajneh civil defence team.
- Equip participants to conduct fire-fighting interventions and first aid techniques to respond promptly and adequately to any emergency
- Write a training completion report after each training conducted; detailing the training conducted including the outputs of the training and an evaluation of the knowledge acquired by participants

- Conducting a basic fire-fighting training for 4 days including a practical training (manoeuvre) for Burj al-Barajneh camp civil defence team
- Prepare the training program on fire-fighting techniques with the basics of first aid techniques including needed training materials and tools
- Conduct a four days training

- Submit a training completion report
- Write a training completion report on the training conducted including the outputs of the training and an evaluation of the knowledge acquired by participants
February 24, 2018
- Requirements and Qualifications
- Has at least three years' experience in the civil defence field.
- Certified trainer in fire-fighting and first aid techniques and has attended specialized training in this regard.
- Had good past performance records and previous training experience for civil defence and firefighting teams on fire-fighting and first aid techniques.
- Proven track record of having delivered such a training.
- Previously worked in areas of conflicts or with vulnerable youth.
- Able to award a training certificate for each participant at the end of each training.
- Willingness to conduct the training in the Palestinian refugees’ camps
- Proficiency in Arabic and English is essential.
- Able to provide the training in Arabic.
- Flexibility in time; night shift training and on weekends.
