The Arab Foundation for Freedoms & Equality is looking for a Finance Manager to oversee the finance team’s daily operation to ensure proper financial management and fiscal standing of the foundation. The Finance Manager will define the process and implement the infrastructure/systems needed to support growth of AFE, which includes preparing, and reviewing budgets and tracking operational metrics (KPIs.) The Finance Manager will set a strategy and vision ensuring we allocate capital appropriately for AFE. The Finance Manager will lead the finance team in an efficient manner consistent with AFE’s policies and procedures.

1. Role and responsibilities

Business Processes and Operations - 40% of Time:

  1. Provide financial information which supports the ED and Board in making business decisions.
  2. Provide strategic analysis on the overall financial health of the programs and collaborate across teams on corrective actions and support plans.
  3. Review short and long-term goals considering existing and projected financial resources available.
  4. Review final donor financial reports and proposals prior to submission.
  5. Act as a business partner to the board or ED on the organization’s financial and budgeting topics
  6. Understand all projects documents, project activities, donor requirements and needs to enable appropriate planning for material, financial, and human resources.
  7. Ensure that personnel files, severance, and contracts are in consistency with AFE policy and local policies.
  8. Approve staff weekly and monthly timesheets.

Financial Management – 40 % of Time

  1. Prepare, review, and approve monthly, quarterly, and annual financial reporting materials and metrics to track important KPIs and analyze trends.
  2. Oversee budgeting, financial forecasting, and cash flow for administration, existing programs, and proposed new projects.
  3. Coordinate all audit activities internal and external to develop and implement corrective action plans.
  4. Oversee accurate and timely recording of accounting transactions.
  5. Monitor and evaluate programs to ensure compliance with financial standards.
  6. Conduct Monthly Reviews of the financial health and risk identification for the organization to proactively identify potential risks and to develop mitigation strategies.
  7. Coordinate and communicate with external auditor for MOI & MOF yearly financial reports.
  8. Supervise on monthly basis financial closure files, respecting the deadlines according to financial procedures (Bank Reconciliation, Cash Counts and other) 
  9. Directs the expenditures of different programs ensuring the completion of all accounting       activities and reporting to meet AFE’s and donor requirements.
  10. Contribute to the development of Strategic Annual Plans and annual operating budgets.
  11. Oversee the monthly payroll and approve its execution.

Relationship Management – 20% of Time:

  1. Supervise and delegate tasks within the Finance team to deliver according to timeline and quality expected.
  2. Correspond on management and administrative matters with stakeholders.
  3. Evaluate performance of external consultants by analyzing and interpreting data and metrics.
  4. Establish annual priorities and benchmarks for the team and conduct regular feedback sessions.
  5. Liaise with other NGO-s and international/national community on Finance issues.
  6. Develop successful and trusting relationships with the program recipients.
  7. Create and maintain liaisons with necessary local government labor ministries and authorities in addition to AFE policy makers to ensure local interests and AFE are maintained.
  8. Build relationships with banks, donors, vendors, external consultants, and others as needed to keep close to AFE’s major expenditures and sources of revenue.
  9. Create and maintain good and quality communication of local office level, regional level as well as with external associates. Occasionally, at Directors direction, attends meetings and speaks on behalf of AFE’s local office issues.

2. Competencies

  • Previous experience working in a similar position within an NGO including supervision of others and ability to lead a team.
  • Demonstrated experience in financial accounting, managerial accounting, audit, compliance, budget, and resource development including working with multimillion dollars budgets.
  • Excellent knowledge in data analysis, risk management and forecasting methods.
  • Sound understanding of procurement requirements and best practices.
  • Strong communication, coordination, and interpersonal skills
  • Experience working with external auditors, compliance, and regulatory oversight.
  • Familiar with donor financial requirements, and federal funding is a plus.
  • Outstanding problem-solving capabilities
  • Excellent computer skills, especially in MS Office (Power Point, Excel, Word)
  • Proficiency with an accounting software, (Quick Books, Dolphin, SAGA)
  • Ability to work with project deadlines and multi-tasking.
  • Solid organizational skills with the ability to work well under pressure.

  • Bilingual proficiency in Arabic/English required

3. Qualifications

  • Bachelor’s degree in a related field, Business management, accounting and or finance.
  • MBA is a plus, or a recognized certification.
  • Minimum of 8 years of directly relevant experience
