The Arab Foundation for Freedoms and Equality (AFE) is an officially registered non-governmental organization based in Beirut, Lebanon. AFE focuses its efforts exclusively on Arab states across the Middle East and North Africa (MENA). AFE supports grassroots activist groups and organizations (Regional Partners) that are working on a wide range of initiatives including human rights , gender and sexual and sexual health.

Responsabilities:

The Monitoring and Evaluation Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation plan, research, and learning framework of the projects.

Under the supervision of the M&E Manager, the Monitoring and Evaluation Officer will develop a systematic monitoring framework, in line with AFE’s MEAL plans, to improve the qualitative and quantitative evidence gathered by the projects and develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered for all Programs.  The data gathered will help in internal monitoring, assessment, and internal compliance.    

The Monitoring and Evaluation Officer will work closely with the program managers on the planning and the closing of different projects and assist in the annual report.  The Monitoring and Evaluation Officer will closely assist the Program Managers in preparing Quarterly and Annual reports on project progress and will monitor the project activities on a regular basis. The Monitoring and Evaluation Officer works in close collaboration with program teams.

Tasks Include but are not limited to:

  1. Develop and strengthen monitoring, inspection, and evaluation procedures.
  2. Assist in developing the frameworks and M&E plans for the different projects mainly regular project review.
  3. Develop Performance Monitoring Plan and Tracking tables with relevant data collection systems for the projects under implementation.
  4. Monitor all project activities and progress towards achieving the project output.
  5. Develop monitoring and impact indicator for the project success.
  6. Develop project Work Plan and keep it updated following project activities and timeframes as relevant.
  7. Report monthly, quarterly, semiannually, and annually on all project activities to M&E Manager.
  8. Prepare donor reports that ensure high-quality reports to ensure the quality and accuracy of data collected.
  9. Oversee and support collection, aggregation, and analysis of data, to meet all relevant reporting requirements and to measure the impact of interventions as well achievement against the performance indicators and log frame.
  10. Identify and document lessons learned and best practices and develop case studies to capture qualitative outputs of the project(s). Provide advice on improving project(s) performance using M&E.
  11. Provide input, information, and statistics for quarterly, annually, and other reports to M & E Manager.
  12. Participate in annual project reviews and assist the Program Manager in preparing relevant reports including lessons learned from project innovations.
  13. Develop M&E system for the Project and for the government counterpart/stakeholders.
  14. Prepare Risk log for different projects.

Competencies

  • A bachelor’s degree in statistics, business administration, data science, or other relevant field – master’s degree is a plus.
  • At least 2 years of M&E experience.
  • Nonprofit experience, with experience with fund/grants accounting preferred.
  • Strong communication, coordination, and interpersonal skills.
  • Spoken and written Arabic and English.
  • Strong report writing and documentation skills.
  • Demonstrated ability to plan and prioritize tasks and work well under pressure.
  • Practical knowledge of participatory community development principles and practices, including participatory planning, monitoring and evaluation.
  • Excellent computer skills, especially in MS Word, MS Excel and MS Outlook and statistical analysis software.
  • Strong commitment to AFE’s cause and values.
