Organizational Capacity Assessment and Development

This consultancy shall involve 4 grassroot organizations operating in Akkar and Tripoli. 

The consultant shall implement this assignment in a collaborative and participatory process. The exercise shall be planned in a manner that offers IP organizations a chance to reflect on their current status against recognized best practices.  

The consultant shall assess IP technical capacity, identify gaps, design respective improvement plans, and develop basic policies and tools in 6 domains:

  1. HR Management

    2. Agreements & Compensation
    3. Personnel Policies
  2. Financial Management
    • Financial Policies and Procedures
      1. Accounting Manual
      2. Cash management
      3. Cost Allocation
    1. Financial Documentation and Reporting
    2. External Audit functions
  1. Procurement
    • Procurement Policies and Procedures
    1. Procurement Tools
    2. Assets and Inventory Stock Control
  1. Internal Controls
    • Matrix of Responsibilities and segregation of duties
    1. Authorization and approval process;
    2. Internal Audit functions
  1. PSEA
    • Organizational PSEA Policy
    1. Mandatory PSEA Training
  1. Child Protection
    • Organizational CP Policy
    1. Mandatory CP Training

Deliverables:

1- Consultancy Work Plan and Methodology

2- Organizational Assessment Plan and Tool(s)

3- Capacity Assessment report (per organization)

4- Thematic Capacity Development Plan (per organization)

5- Thematic Policies and Tools Package Development (per organization)
