As part of its Public Policy Practice, Altai Consulting seeks skilled candidates for an M&E specialist in the Middle East.

JOB DESCRIPTION

The consultant’s role will be to deliver M&E support to various donors and implementers in the Middle East (mainly Lebanon but also Jordan and Iraq) and occasionally other MENA countries. This involves:

 

  • Review of M&E systems and tools, drafting of M&E plans.
  • Review or set-up of indicators at the output, outcome and impact levels.
  • Facilitation of workshops with implementers’ and donors’ staff on M&E strategies, evaluability, Theory of Change, context monitoring, etc.
  • Capacity building for implementers of development and stabilization projects, for example on M&E systems, conflict sensitivity, data collection and data management processes, etc.
  • Conducting or participating in mid-term reviews or evaluations of projects, aimed at measuring various dimensions of success such as relevance, consistency, impact, etc., and advising on potential adjustments to the projects evaluated.
  • Actively listening to clients and partners to understand their needs and challenges, and on this basis design and propose solutions ideas to provide solutions.
  • Report writing and delivering presentations.

MINIMUM REQUIREMENTS

  • Native Arabic, professional level in English.
  • Master-level university education in development, economics, international relations, political sciences, or other relevant subjects.
  • At least four years of M&E experience through positions at NGOs, other implementing bodies or donors, or in consulting positions.
  • Understanding of current development and humanitarian trends and issues.
  • Knowledge of various monitoring and evaluative concepts such as Theory of Change, conflict sensitivity, Result Framework, Value for Money, etc.
  • Extensive understanding of, and experience designing, qualitative and quantitative measurements for complex projects in conflict-affected or unstable contexts.
  • Residing or willing to reside in Beirut and engage in work travel in the Middle East.
  • Writing skills: ability to draft evaluative pieces with a good degree of autonomy.
  • Oral skills: ability to deliver formal presentations and facilitate workshops with development professionals, and to adapt the tone and nature of presentations to different audiences.

PREFERRED EXPERIENCE

  • Experience on UK programs.
  • Experience with French development institutions and programs such as AFD or Expertise France.

  • Eger to accept the challenges of project delivery (due to time pressure, demanding clients and interlocutors, logistics of travels, etc.)
  • At ease in official settings (international conferences, formal presentations, etc.).

CONDITIONS

  • Full-time position.
  • Base monthly compensation dependent on qualifications and experience.
  • Renewable annual contract, trial period of three months.
