Qualifications, Skills and Attributes:

 

  • A university degree in a related field. A postgraduate degree is an advantage.
  • Minimum of five (5) years of progressively responsible professional work experiences in program monitoring and evaluation.
  • Proven experience in strategic approaches for program monitoring and evaluation and
  • assessment of best practices and lessons learned.
  • Solid experience in monitoring and evaluation methodologies including quantitative and qualitative approaches.
  • Facilitating learning-oriented analysis and presentation sessions of M&E data with multiple stakeholders.
  • Familiarity with and a supportive attitude towards processes of strengthening organizational M&E and reporting capacity.
  • Excellent spoken and written English and Arabic.

Description: 

The M&E Expert will help develop and roll out a structure for launching a comprehensive M&E system along with data protection measures.  The consultant will start with inventorying and analyzing the existing policies and procedures related to its M&E. The experts will guide the teams on how to build a robust M&E system, with a focus on data protection and management so that by the end of the project all the tools and guidelines developed will be grasped and implementable by the association. The first month will be dedicated to analyzing the existing policies and procedures, assessing the gaps and any flaws in M&E processes, and how it is practiced. Following this exercise, the next month will be dedicated to developing a ready-to-use M&E handbook that represents a key reference for the organization; one that includes the necessary principles and definitions of M&E, and specifically, how to maintain proper data protection so that teams manage information in an ethical and confidential manner. The handbook will be a practical guide that is relevant to ISWA sectors, tailored to the overall approach and programs of the association, and sustainable for future reference.

 

Tasks and responsibilities

  1. Inventorying and analyzing the existing policies and procedures related to M&E;
  2. Assessing the gaps and any flaws in M&E processes and how it is practiced;
  3. Setting the M&E system by insuring up to date policies and procedures;
  4. Setting data gathering mechanisms in place, ensuring proper documentation/reporting and putting data gathering mechanisms in place as necessary as well as the most applicable encryption, backups, pseudonymization, access control, data destruction,
  5. Developing a ready-to-use M&E handbook that represents a key reference for the organization; one that includes the necessary principles and definitions of M&E;
  6. Accompanying and supporting the M&E officer at ISWA.
  7. On-site implementation of all appropriate files and access authorizations
