Background of the Project

In the framework of FIIAPP’s leadership of the consortium implementing the EU-funded “Promotion of community policing in Lebanon” project, six civil society organizations and entities, specialists in different fields of defense and monitoring of human rights in the current context of Lebanon, were contracted for Technical Assistance (6 lots) to support grassroots organizations in the territory with technical training and organizational capacity building to promote the application of a rights-based approach in policing. The project aims to restore trust, promote inter-institutional cooperation, and strengthen community dialogue between the ISF, the municipal police, and civil society. Lebanese Civil Society Organizations have an essential role to play in monitoring and promoting human rights so that these rights are respected at the level of citizens and within the institutional framework by public agencies and security forces. Through collaboration and cooperation mechanisms between Civil Society Organizations and the security forces, in particular the Internal Security Forces (ISF), the project will contribute to ensure best compliance with human rights in police actions and to improve communication with organized Lebanese social movements. The contractual purpose of ALEF – act for human rights is the provision of Technical Assistance services in Lot 2: Civil and Political Rights and Freedoms: freedom of expression, opinion and media, freedom of association. The main objective of ALEF’s Technical Assistance is to support the implementation of component 3 (O3) "Strengthen independent oversight and accountability of ISF in partnership with civil society and to develop actions within the framework of O3.

Background for the Facilitator

ALEF is looking for a roundtable facilitator to facilitate a closed-door roundtable with decisionmakers to discuss the findings of its monitoring, with major focus on the issue of the use of force by Lebanese security agencies during protests, with relevant government agencies, other key stakeholders, donors working on SSR, project partners in other sectors, relevant NGOs, and community representatives.

Scope of Work

The consultant will be responsible for the following:

  • Working with ALEF for the development of the concept of the roundtable in a concept note, agenda, and list of invitees.
  • Preparing for the facilitation of a full-day closed-door roundtable on “Civil & Political Rights in Lebanon, the Security Sector, and the Use of Force”.
  • Facilitating the roundtable.

 

Consultancy Period

The work is expected to start once the contract is signed by the consultant, planned as soon as possible and the roundtable is expected to be held in November 2023. A specific date for the roundtable event will be agreed upon with the consultant.

Deliverables

  • 1 Concept note.
  • 1 agenda.
  • 1 list of invitees.
  • Facilitation of the closed-door roundtable.

Qualifications

  • University degree in either law, political science and/or related field or experience.
  • 3-4 years of professional experience in the civil society sector with preference for topics concerning policy reforms, SSR, the use of force, protests, etc…
  • Proven ability to moderate conversations, dialogues, panels, etc.
  • Excellent English skills, with focus on verbal and communication skills.
