Invitation for Bids (IFB)

-Supply and Installation of irrigation network for hill lakes in four lots in Mount Lebanon and Nabatieh – Proc. Ref.: W1/2020
1. The Ministry of Agriculture (MoA) has received a grant from the International Fund for Agricultural Development (IFAD) towards the cost of Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) and intends to apply part of the funds to cover eligible payments under separate Contracts for:
- Supply and Installation of irrigation network for Beit Lif hill lake
- Supply and installation of irrigation network for Deir El Mokhaless hill lake
- Supply and installation of irrigation network for Kfarchouba hill lake
- Supply and installation of irrigation network for Qornayel hill lake

2. The Project Coordination Unit (PCU) invites sealed bids from interested and qualified bidders for the implementation of abovementioned works under separate Contracts:
- Supply and Installation of irrigation network for Beit Lif hill lake (Lot 1)
- Supply and installation of irrigation network for Deir El Mokhaless hill lake (Lot 2)
- Supply and installation of irrigation network for Kfarchouba hill lake (Lot 3)
- Supply and installation of irrigation network for Qornayel hill lake (Lot 4)
Duration of Works: two (2) months for each Lot.
3. Minimum qualification requirements include:
a) Average annual financial amount of construction works performed for the last five years for the respective Lot(s) makes:
- Lot 1 (Supply and Installation of irrigation network for Beit Lif hill lake): US$ 200,000 at least.
- Lot 2 (Supply and installation of irrigation network for Deir El Mokhaless hill lake): US$ 300,000 at least.
- Lot 3 (Supply and Installation of irrigation network for Kfarchouba hill lake): US$ 375,000 at least.
- Lot 4 (Supply and installation of irrigation network for Qornayel hill lake): US$ 150,000 at least.
b) Experience in the successful construction of at least two (2) works of a nature and complexity similar to the Works required over the past five (5) years irrespective of lots awarded.
4. No bid security is needed. The bid security is replaced by bid securing declaration per lot.
5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures method set out in IFAD’ Project Procurement Guidelines and Handbook – September 2010. Bidding is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

How to apply
1. Interested eligible Bidders may obtain the Bidding Documents in English by sending an official email (mentioning the bidder name, address, contact person and phone number) to [email protected], Attention: Ms. Amal Deghaili, AgriCAL procurement officer before Tuesday 9th of June 2020 at 13:00 p.m. Beirut local time.
The pre-bid meeting was cancelled. Bidders requiring any clarification of the bidding documents shall notify the Project Coordination Unit (PCU) in writing at the PCU's email address mentioned above. The PCU will respond to any request for clarification received earlier than 21 days prior to the deadline for submission of bids. Copies of the PCU's response will be forwarded to all purchasers of the bidding documents, including a description of the inquiry, but without identifying its source.

Electronic bidding shall not be permitted. Late bids will be rejected and returned to the Bidders unopened.
