Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.

The HoP will be responsible of:
- The implementation of ACF food security and livelihood activities in Bekaa and Baalbek-Hermel, Lebanon.
- The HoP will be tasked to ensure that the activities are implemented smoothly on the ground and monitored in accordance to the project work-plan and logical framework.
- He/she will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments.
- Ensure quality intervention with MEAL tools, field monitoring and quality reporting. Ensure appropriate financial and logistics follow up.
Key activities in your role will include:
Objective 1: To ensure timely and quality implementation of food security, and livelihoods activities at base level (50 %)
- Lead the planning, implementation, and monitoring of FSL activities, including but not limited to food parcel distribution, cash for food programs, and agricultural support.
- Conduct/lead/support Needs Assessments (whether stand-alone, through partners, or sectors) to ensure timely evaluation of target vulnerable population needs and gaps and recommend appreciative interventions – focusing specifically on the continuation of the currently assigned project activities.
- Contribute to the proposal preparation by providing inputs on implementation modalities of the intervention by capitalizing on former experiences (lessons learned and best practices) in close collaboration with the FSL PM and/or his/her line manager
- Supporting in planning and conducting Kick-Off meetings, ensuring the participation of all relevant departments and implementing partner(s) ‘personnel.
- To be present in the field on a regular basis to follow up project implementation
- Prepare and regularly update the project implementation plan together with the clear assigned roles and responsibilities for each team member.
- To provide verbal and written reports on the activities to the PM on the agreed frequency
- Follow up the target achievements of a project monthly and report to the FSL Programme Manager regularly.
- Working closely with MEAL department to make sure all areas of intervention are assessed in terms of needs and vulnerability and reports (baseline/KAP Survey/sustainable and feasibility assessments) are being updated, finalized, and validated from technical and MEAL managers/coordinators; fine-tune the action if necessary;
- Ensure project monitoring activities are implemented according to the project work-plans, in coordination with the MEAL department
- Plan, organize and lead the beneficiary’s registration and selection according to internal procedures and processes; assure the correct collection of beneficiary data (demographic, INA…)
- Report on weekly transportation needs
- To provide distribution plans, procurement requests to the PM based on agreed project work-plan
- Actively participate in budget follow up meetings with the PM
- Ensure all documents related to the project are documented and archived properly (hard copies and on AAH online systems); Provide clarifications in required by the auditors.
- Ensure timely preparation of projects and mission reports (APRs, quarterly and final reports, and other necessary reports)
- Identify the livelihoods support needs of the vulnerable local population and propose how to meet these needs in line with ACF country strategy to the PM
- Represent ACF in national working group meetings in coordination with the PM and the Food Security and Livelihoods Coordinator
Objective 2: Managing and coordinating the project team at a base level (30 %)
- Supervise and monitor the staff under his/her supervision
- Prepare field staff weekly and monthly workplans with PM in accordance to the project’s implementation plan
- Monitor and coach colleagues and team members, building the capacity to obtain high quality results and impacts.
- Help to develop and execute context – specific solutions to improve collaboration, coordination and performance.
- Ensure the good respect of working condition while in office or the field, especially the respect of ACF Code of conduct and standard operation procedures for the area of operation and safety and security rules in the field.
- Identify staff trainings needs and follow up the appropriate action with the PM (with recommendations of training and other capacity building activities).
- Set clear expectations during performance evaluation periods, and communicate effectively when these standards are not being met
- Conduct weekly/bi-weekly team meetings to follow up on deliverable.
Objective 3: Finance and Administration (20 %)
- Organize day-to-day logistic and administration activities (PRs, SOPs, expenditure follow up)
- Manage all related program equipment and materials in close consultation with the logistic/procurement officer. Maintain and ensure proper project asset register
- Contribute to the supervision and control of expenses related with the activities of the project (Procurement planning, Budget Follow Up)
- Ensure the application of the Log –Kit forums and procedures pertaining to the supply chain, procurement, transport/movement
- Supervise specific project (s) budget forecast & follow up
- Participate in the design of new budgets for livelihoods activities
- Flag any deviation to the Programme Manager and propose solutions
Objective 4: To contribute to the Coordination and Representation (5%)
- Engage on weekly basis with project stakeholders to ensure dissemination of information and constant coordination on project activities
- Negotiate on need basis with humanitarian and non-humanitarian actors, ensuring access and correct and timely implementation of activities, in coordination and under the guidance of the Security manager
- Under the guidance of the PM, actively coordinate with other agencies implementing livelihoods interventions in Bekaa and Baalbak-Hermel
- Represent ACF in regional working group meetings in coordination with the PM and the Food Security and Livelihoods Coordinator
- Represent ACF in national working group meetings in coordination with the PM and the Food Security and Livelihoods Coordinator
Objective 5: Security
- To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
- To communicate to the security managers of the working location any security related information or non-compliance with the security plan
Objective 6: Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
Objective 7: Gender & Safeguarding
- Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
- Knowledge and compliance with safeguarding policy.
