Assignment

The Facilitation and Outreach officer reporting directly to the Program Coordinator, is responsible for designing an implementation strategy for engagement of local stakeholders and community members as part of the specific objectives of the project. This staff member will be responsible for implementation of ACTED's program outreach activities, for facilitating the consultative workshops and overseeing the participatory development of the socio-economic briefs in each village.

Background

ACTED is an NGO registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. Since 2013, ACTED has been implementing household and community-level programming in Beirut, Mount Lebanon, North, South and Bekaa, supporting public service delivery, strengthening civil society, and economic development.

Functions

  • Under the guidance of the Program Coordinator, the Facilitation and Outreach Officer designs community outreach strategies
  • Conducts and designs community meetings and forums, 1 on 1 sessions, FGDs
  • Facilitate community consultations, with local residents and local authorities, adapting strategies as needed based on feedback from the community, both online and in-person
  • Research successful community engagement methodologies utilised within Lebanon and worldwide to implement on this project, especially those used in times of COVID-19
  • Ensure that project documentation is properly compiled, maintain proper records and provide daily and weekly report to Program Coordinator;
  • Manage relationships with CSOs, local authorities, and social enterprises on project
  • Monitor the feedback from the community throughout the project implementation and ensures feedback to Project Coordinator
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to ACTED and not jeopardize its humanitarian mission.
  • Assist in any other relevant task or duty assigned by the Program Coordinator.

 

Skills required

  • University Degree in field relating to humanitarian and development work, program management or a relatable field (community development, agriculture, social work, economics)
  • 2-3 years of experience working in Non-Governmental Organization, focused on community outreach and development, or engagement on civil society strengthening, and working with local authorities.
  • Commitment to local capacity building and past experience of engaging and working with local stakeholders in project design and implementation.
  • Strong understanding of structure and processes in NGOs. 
  • Good organizational and project management skills.
  • Good facilitation skills are required.
  • Proven ability to work cooperatively with colleagues from other departments in a team environment, and to lead a diverse group of people.
  • Demonstrated familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required.
  • Show great initiative and be able to work well in a team and independently.
  • Arabic and English language written and spoken is essential; Excellent written English is desired.
