Job Summary

Under the supervision of the FSL project manager, the field officer is responsible for the daily technical planning, implementation, supervision, monitoring, management of resources, and reporting of the field activities, as well as ensuring proper coordination with municipalities and other stakeholders. The position requires a significant amount of fieldwork and movement within the intervention zone. S/he should be resistant to stress because s/he will be working in a dynamic environment.

Key Responsibilities:

  • Implementation of Activities
  • Assist in designing technical assessments.
  • Contribute to conducting assessments in the targeted area.
  • Support in identifying beneficiaries based on the given criteria.
  • Contribute to identifying the needs of the targeted people (Small scale farmers, cooperatives, and vulnerable communities).
  • Support in designing the needed intervention and listing the needed resources and items.
  • Ensure timely delivery of activities in line with the project proposal, timeline, and logical framework.
  • Prepare detailed Bills of Quantities (BoQs), including cost estimates and material specifications, and develop thorough tender documents to facilitate the procurement process.
  • Oversee the implementation of activities through conducting regular field visits.
  • Support the logistics department in the procurement and process to cover the needs and ensure the proper delivery of items and services.
  • Coordinate and support the field engineer in all water interventions (Irrigation channels, water ponds,…etc).
  • Supervise the internships who will support the activity’s implementation.
  • Support in choosing agri-students who will get the scholarships.
  • Supervise Cash for work interventions.
  • Perform any other duties as assigned by the line manager, which may include technical support, training of local staff, or participation in community engagement activities and others.
  • Stakeholder coordinators
  • Coordination in the field with the local partners on best implementation including participants, and communities affected by the project activities.
  • Field coordination with local authorities and ensuring continuous communication with beneficiaries and communities’ representatives regarding the implementation of works and to ensure a flawless progress of activities.
  • Support in building relationships between arche noVa, local authorities, municipalities, and communities.
  • Reporting and Coordination
  • File, document, and report work progress to the line manager on daily and weekly basis.
  • Regular reporting of work progress to the managers.
  • Report possible problems or conflicts during the activities.
  • Report the use of materials and possible improvements.
  • Coordinate with the MEAL department concerning the progress, complaints, and referrals.

Qualifications:

  • Education
  • Education: Bachelor’s degree in Agricultural engineering or other related fields
  • Experience
  • Experience:  minimum 3 years of professional experience in a humanitarian and development organization
  • Previous experience with NGO/INGO is a must
  • Previous experience in livelihoods, food security and/or agricultural projects providing cash assistance is an asset
  • Skills:
  • Strong knowledge of good agricultural practices,
  • Good knowledge of animal production.
  • Proficient in preparing BoQs, tender documents, and technical reports.
  • Excellent communication and negotiation skills.
  • Ability to work independently and as part of a team.
  • Proficiency in MS Office, and using data collection platforms (KOBO, ODK,…)
  • Good written and verbal communication skills to prepare and present regular reports.
  • Fluent in English (writing and reading)

  • Willingness to travel to project sites as required.
