About Euromed Clusters Forward:
Euromed Clusters Forward is a 4-year project that aims at establishing and improving clusters legal policies, strengthening clusters capacity & regional cooperation, and strengthening regional value chains. Berytech is the implementing partner of Euromed Clusters Forward in Lebanon, that is funded by the European Union and coordinated by Anima Investment Network with 3 implementing partners and 9 affiliates from the Euromed region.
About Cluster Booster:
Cluster Booster is a technical assistance activity under the Euromed Clusters Forward led by Berytech. It aims at strengthening the skills of cluster managers, staff, and SME members in the South Mediterranean region. This 18-month program offers training and technical help to help clusters grow and succeed.
Key focuses include establishing and improving the governance and sustainability models; developing strategies to attract new members; analyzing value chains for better market positioning; scaling-up their business performances and enhancing technological and innovation capabilities to foster North-South Mediterranean collaboration.
Cluster Overview:
An Egyptian export council under the Ministry of Investment and Foreign Trade, operating since 1997 with 150 active members. Its mission is to improve the competitiveness of Egyptian engineering products by providing export-related services such as producing market intelligence studies, organizing capacity building workshops, participating in international exhibitions, setting up trade missions to priority export markets and buyers’ missions to Egypt, and implementing economic development projects in collaboration with local stakeholders as well as international partners.
The trainer/expert will:
- Organize a kick-off meeting with the cluster representatives to establish an understanding of the scope and desired outcomes of the capacity building activity.
- Elaborate a detailed curriculum and learning materials that will, among other things:
- Introduce the proposal writing function and highlight its role in ensuring the successful continuation and growth of any organization.
- Provide guidelines on researching, identifying and prioritizing calls for proposals.
- Explain the different components of proposals such as the problem statement, the objectives, the implementation methodology, the timeline and the plan of work.
- Provide participants with a standardized process, templates, and tools for proposal development.
- Describe the formula to follow to develop a budget for a proposal.
- Advise participants on how to tailor proposals to fit specific funding sources.
- Assist participant in elaborating a proposal outline using a hands-on exercise.
- Guide participants on how to navigate post-submission communication with international development agencies.
- Identify 2 to 3 donor agencies and funding offers directly related to the cluster.
- Validate the training content with the cluster representatives using specific tools, case study, and the development of an actual proposal for a specific target.
- Deliver and facilitate a series of proposal writing workshop(s).
- Administer a satisfaction survey to the participants.
- Write a brief report summarizing the activity, the proposal developed and the way forward.
- The detailed curriculum and training materials of the activity.
- The proposal writing workshop(s).
- The training wrap-up report.
The total number of working days allocated for this consultancy is set at 8 days.

- A degree in business management, social sciences, or a related field.
- Minimum of 7 to 10 years of experience in designing and delivering training programs related to budgeting and/or proposal development and/or grant application processes.
- An extensive knowledge of economic development programs and international agencies’ requirements and mechanisms.
- Strong communication and facilitation skills.
- Fluency in English and Arabic.

The Application should include:
- Technical proposal describing the methodology, content of the activity
- Financial proposal describing the costs incurred in preparing and providing the mission. The financial proposal shall be quoted in EURO.
