In addition to other interventions in the area, AND is currently working on child protection, especially in the most deprived areas of Akkar, by providing education support, extra-curricular activities, and psychosocial interventions.

General objective of the job:

The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, and research framework of AND’s interventions. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by AND, and will also provide technical assistance to the implementing teams, particularly in relation to monitoring, reporting and evaluation issues. He/She will coordinate closely with the SHIELD consortium M&E team and ensure compliance with overall M&E plan.

Job Responsibility:

 

  • In close collaboration with the project team and the M&E officers of the consortium partners, the M&E officer shall develop a Monitoring & Evaluation plan that will ensure tracking of the project results at different levels (output, outcomes, impact)
  • Create M&E plans and tools for the project following the logical framework
  • Ensure that the team members have a clear understanding of the M&E plan, its objectives, processes and tools; assist the field team, when needed, in data collection (including capacity building activity for the team).
  • Create dashboard to ensure accurate and updated project results (and data analysis) while ensuring accessibility to the project’s team
  • Facilitate, organize and support project activities including research, capacity building, awareness raising, training and regular project monitoring;
  • Report project concerns/questions/requests/challenges in a responsive and timely manner;
  • Coordinate with the project management team in support of the project, including surveys and trainings;
  • Advise management about issues affecting project implementation, or key issues affecting future project developments;
  • Identify needs and gaps in the activities and community outreach and suggest solutions and methodologies to overcome project challenges;
  • Create a feedback mechanism from the communities within the project’s activities and provide assistance in the feedback collection if needed.
  • Generate evaluation reports from the qualitative and quantitative assessments.
  • Occasionally represent AND & the project to various audiences;
  • Participate in appropriate meetings with partner organizations.
  • Maintain project documentation from the field;
  • Regularly update AND’s M &E system, and Activity Info portal
  • Coordinate M&E data collection and analysis with teams and other partner organizations;
  • Take part in regular team meetings, program and staff meetings; and potentially trainings/workshops
  • Participate in information sharing and transferring skills and knowledge to other AND team members when appropriate.
  • Support in AND’s activities when needed;
  • Participate in project design and proposal writing for new projects.
  • Actively participate in the design and implementation of AND projects, when requested.

Position Requirements and Qualifications:

 

  • Minimum of three years’ work experience.
  • Excellent writing and communication skills in both English and Arabic languages;
  • Strong cross-cultural skills and experience working with people from different ethnic/cultural backgrounds;
  • Demonstration experience in planning, organization, resources management, and mediation
  • Proven ability to multi-task and meet deadlines;
  • Proven ability to develop proposals and write reports meeting donor requirements;
  • Must be able to work independently and represent AND;
  • Proficiency in computer applications (MS Word, Excel).

Reporting

The M&E officer shall report to the program director.
