1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
 
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
 
Within the scope of the emergency preparedness planning exercise, CARE International in Lebanon is looking for an Emergency Team Leader, responsible and accountable for developing, coordinating and managing all emergency activities. The Team Leader is responsible for the quality and effectiveness of CARE’s emergency response.

This is a generic posting for an Emergency Team Leader position focusing on emergency programming. 3. Specific Duties and Responsibilities

1. Assessment, Program Design and Planning:
a. In association with the Country Director/ Director of Programs, ensure emergency assessments are executed and from them an integrated emergency response, implementation and exit strategies are developed.
b. Ensure that CARE International Members (through the Country Director/Director of Programs) are provided with regular sitreps and are aware of humanitarian developments and CARE’s response to them.
c. Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.
d. Assist and advise the Country Director and Director of Programs with securing donor funding for emergency projects. 
e. Oversee project design and proposal preparations for institutional and public funding.  

2. Emergency Project Management and Implementation:
a. Maintain ongoing surveillance of the developing humanitarian emergency situation and adjust activities accordingly. 
b. Ensure adequate monitoring, reporting and acquittal of emergency response activities in accordance with CARE International’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
c. Ensure that different sectoral activities are implemented in a coordinated and integrated manner. 
d. Ensure all emergency personnel understand and carry out their duties in accordance with humanitarian principles, core values, the Code of Conduct and SPHERE. 

3. General Management and Leadership:
a. Ensure all emergency staff are fully briefed on all aspects of security, social and cultural norms and local conditions and behaviour. 
b. Establish and maintain constructive working relationships with other NGO’s, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders including the military where present and if necessary.  
c. Recommend changes to the emergency team composition and functioning with Country Office and partners to maximise emergency programme quality and effectiveness.
d. Create the conditions to ensure effective teamwork and morale. Ensure staff well being is addressed. 
e. Conduct performance appraisals of emergency staff if and as required, ensure regular feedback and mentoring on individual performance. 
f. Ensure the Country Director, Director of Programs, Lead Member, and CARE Members are kept informed about assessment progress, emergency response implementation and strategies, project plans, progress reports, and other significant developments.
g. Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, colour, sex or creed.  

4. Human Resources:
a. Ensure that human resources implications for CI RED and CARE International for both existing and anticipated emergency response are fully assessed, identified, described and communicated. 
b. Monitor ongoing human resources issues and make recommendations and adjustments accordingly.
c. Ensure CI RED members receive thorough briefings and information. 
d. In liaison with the HR staff make sure staff have suitable rest, relaxation and that well being is addressed

5. Public Relations/Media:
a. Support the Country Director to ensure positive coverage and the timely provision of situation reports and fundraising material to National Member Headquarters and the CARE International Secretariat. 
b. Ensure all information, publicity and fundraising material recognises and respects the dignity of disaster victims.  

6. Safety and Security:
a. In close coordination with the Safety and Security Coordinator ensure all emergency personnel understand individual and collective responsibilities for safety and security. 
b. Liaise with the Safety and Security Coordinator to ensure compliance with CARE International Security Guidelines and their effective application in the local context.

7. Program Support:
a. Ensure that program support functions are established and maintained in accordance with CARE International policies and procedures.
b. Ensure compliance with all host country legal, contractual, labour and statutory requirements including registration in countries where CARE has no pre-existing presence.
c. Ensure with the Senior Logistics and Procurement Officer the establishment and maintenance a functional procurement and supply chain management system.
d. Ensure with the Senior Logistics and Procurement Officer the timely and appropriate establishment of all logistics infrastructure (warehousing / transport / distribution) and associated operating / management /monitoring systems.
e. Ensure with the Senior HR and Admin Manager that the systems used for HR are adapted to the emergency context to ensure a rapid response while maintaining an acceptable level of accountability in regards to the recruitment.
f. Assist the CO review the current structure and responsibilities of the emergency response team particularly with a view to ensuring balanced staff responsibilities in order to avoid overload and/or burn out.
g. Review HR policies (R&R, CTO) to ensure that they are appropriate for an emergency response context.

8. Financial Management and Planning:
a. Ensure with the ACD PS the establishment and maintenance of CARE International financial management and accounting systems for all assessment and response activities and assets. 

9. Telecommunications:
a. Ensure with the IT/IM focal point that secure and reliable communications/ information management facilities are established and maintained. E
b. Ensure ERT members are familiar with usage, procedures and relevant communications protocols.

4. Qualifications / special skills or knowledge

- Minimum of 5 years humanitarian aid experience in complex and natural disasters.
- High level of all aspects of managerial experience, including managing multi-million dollar budgets.
- Experience in complex decision making and leading a multi-disciplinary, multi national team under difficult circumstances.
- The highest level of expertise in representation and negotiation with governments and donors.
- Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.

b. Experience: 

At least  5-10  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on emergency response management

c. Academic background:

Master’s degree in one or several of the following areas: Social Sciences, Political Science, NGO Management, etc.

d. Languages: English and/ or Arabic are the working language of CARE International.

Knowledge of other languages is an asset.

5. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.
