Objectives/ purpose

Skoun Lebanese Addictions Center is a Lebanese non-governmental, non-profit organization founded in 2003 in the aim of improving the response to the drug problem in Lebanon. Since then, Skoun has become a leading entity in the delivery of harm reduction and substance use treatment programs reaching thousands of people and their families across Lebanon. Our main mission is to provide accessible treatment, education, and protection for all people who use drugs. We are committed to reducing the harm caused by substance use in Lebanon. Skoun’s vision is to ensure that substance use and addiction are treated as a primary health issue.

The primary objective of this consultancy is to develop 1 comprehensive Standard Operating Procedure (SOP) for Skoun's substance use treatment service. This SOP should provide a clear, detailed, and structured framework that outlines the entire treatment process.

The Projects and Partnerships Coordinator is responsible for managing the implementation of key projects and activities under Skoun’s programs while monitoring their progress and aligning them with the organization’s mission and vision. The coordinator will also support maintaining strategic partnerships with local and international stakeholders through drafting proposals, reporting on project outcomes, and ensuring compliance with donor requirements.

Key Responsibilities:

1. Project Management and Implementation:

  • Be responsible for the implementation and monitoring of projects to ensure they are delivered on time, within scope, and within budget.
  • Work closely with programmatic focal points to ensure that project activities are aligned with Skoun’s strategic objectives and meet quality standards.
  • Provide technical assistance and support to project staff, ensuring the effective delivery of project outputs.
  • Collaborate with the MEAL Coordinator to develop and implement monitoring and evaluation plans that ensure the effectiveness and accountability of Skoun’s projects.
  • Track project progress, gather data on outcomes, and prepare regular reports for internal use and for donors.
  • Ensure compliance with donor requirements, including timely submission of reports, updating coordination platforms and other documentation

2. Partnerships development and cultivation:

  • Support the development  and cultivation of partnerships with local and international organizations, relevant government agencies, and donors.
  • Support the coordination efforts with local partners to integrate substance use services into health and protection programming.
  • Represent Skoun in coordination groups, fora, and events when relevant and needed
  • Support ED and Programmatic focal points in drafting projects/ partnership proposals and briefs
  • Assist the finance department in budgeting for projects, ensuring financial plans are realistic and aligned with project goals.

Qualifications:

    • 2 to 5 years of experience in project implementation/coordination and partnerships development, preferably in health, mental health or protection sectors.
    • Experience working in a humanitarian crisis context.
    • Knowledge of the Lebanese Humanitarian Response Architecture.
    • Proven experience in managing projects and developing partnerships.
    • Strong organizational, analytical, and problem-solving skills.
    • Excellent communication and interpersonal skills.
