JOB PURPOSE: The role will contribute to implementing Oxfam’s emergency intervention in South Lebanon. The officer will contribute to effective and multi-level humanitarian response in Iqlim el Tofah union of municipalities. The officer will work closely with local stakeholders, local and regional authorities and partners, to ensure the delivery of tailored protection and WASH services. The Project officer is expected to support the Program Coordinator in all project activities, and execute all procurement, transportation and coordination support tasks. Moreover, the job necessitates significant level of understating and exposure to the security situation in South Lebanon and to the overall context.

Nabatieh with frequent travel to Beirut and Bekaa

Key Responsibilities:
Project Implementation and Monitoring
- Together with the Program Coordinator, develop project work plans, spending plans, MEAL plans, and procurement plans.
- Organize day-to-day field activities, prioritizing collaboration with local stakeholders and partner organizations.
- Support the drafting of the project final report.
- Support MEAL data collection activities.
- Under guidance from the Program Coordinator, ensure healthy and effective relationships with government institutions including the municipality, Water Establishment and cooperating organizations through regular contacts, visits and fulfilment of project requirements.
- Work closely with the partner’s team to develop and monitor work plans and spending plans, ensuring strong local ownership and alignment with community needs.
- Provide assistance to partner as required and offer technical expertise in water system design
- Work with different Oxfam departments (finance, HR, communication, policy) to ensure synergy and optimize resources.
- Ensure effective working relationships with contractors and service providers.
- Under the supervision of the Program Coordinator and WASH advisor, and in collaboration with the partner organisations, prepare the terms of reference for engineering works, particularly support for Water Establishment.
- Regular field trips to project areas, monitoring activities, meeting beneficiaries.
External Representation and Coordination
- Attend relevant project meetings, as requested by the Program Coordinator.
- Attend South sector meetings, as requested by the Program Coordinator.
- Identify opportunity to collaborate and coordinate effort with other organizations.

In addition:
- A Bachelor’s degree in a relevant discipline such as engineering, management, etc.
- Relevant work experience of 2 to 3 years in working on humanitarian interventions, protection and WASH sectors.
- Experience in coordination with municipalities, water establishments and other stakeholders.
- Demonstrable experience in community mobilisation, as well as with local authorities and civil society engagement.
- A basic understanding of notions of feminism women rights.
- Good understanding and knowledge in application of do no harm, conflict sensitivity principles.
- Good levels of spoken and written English and Arabic.
- Proven analytical skills with proven skills in drafting and preparing reports.
- Willingness to work in insecure environments and a high level of adaptability and initiative.
Desirable
- Degree in gender studies, sociology, anthropology, or any other related field.
- Experience contributing to reports, project plans, and monitoring, evaluation and learning processes
- Understanding of monitoring and evaluation processes, learning, and adaptation
- Previous experience working with communities in South Lebanon
