ASSOCIATION ELIGIBILITY CRITERIA

Associations eligible for La Guilde funding must meet the following criteria:

✓ French partner must be legally registered under French law, under the 1901 Act, as published in the Journal Officiel (or in the Tribunal d'Instance for associations in Lorraine and Alsace);

✓ have been in existence for more than 2 years at the closing date of the session ;

✓ have annual resources of less than 200,000 euros (N-1 income statements validated by the last General Meeting);

✓ have their own legal existence and accounting (for regional branches of national structures);

✓ not be involved in decentralized cooperation.

Priority will not be given to associations that have already received one or more co-fundings from La Guilde, and whose projects are still in progress. If an association wish to present a new project during this session, an interim or final report on the current project must be submitted to and validated by La Guilde teams before the final jury for the allocation of funds.

PROJECT ELIGIBILITY CRITERIA 
Projects eligible for La Guilde allocations must meet the following criteria: 

✓ have an implementation period of between 1 and 3 years (including monitoring and 
evaluation phases);

✓ present activities to come and not past or current ones (if activities have already taken place 
have already taken place in the past, they should be summarized in the project history section). The 
expenses will be eligible from the closing date of the call for projects; 

be co-constructed between french and local partners (moral and non-physical group : 
association, cooperative, management committee, etc.) and be the subject of a partnership agreement 
signed by each of the parties;

✓ concern one or several areas of development aid (access to water, health, agriculture, education, etc.).

N.B: Projects using sport as a development tool are eligible.

Projects are ineligible if their main theme relates to:

× emergency or immediate post-crisis situations, 
× one-off projects,
× simple construction projects (without proven autonomy),
× feasibility studies, diagnostics,
× volunteer work,
× sponsorship, 
× youth or student workcamps, 
× production of documentaries, artistic works or events,
× microfinance: micro-savings, micro-credit, micro-insurance.

Projects are ineligible if they have already received direct or indirect funding from (non-exhaustive list)

Youth, International Solidarity / City, Life, Holidays - International Solidarity 
Solidarité Internationale (JSI/VVV-SI) 
Fonjep
Funds from the Organisation Internationale de la Francophonie (OIF)

× French Development Agency (AFD) :

Forum des Organisations de Solidarité Internationale issues des Migrations (FORIM) 
notably via the Programme d'Appui aux projets des Organisations de Solidarité Internationale 
Solidarité Internationale issues de l'Immigration (PRA/OSIM)
Small Initiatives Program of the International Union for Conservation of Nature 
Nature (IUCN)
Promotion of family farming in West Africa program of the Comité Français 
de la Solidarité Internationale (CFSI).

Particular attention will be paid to: 

- Projects taking place in zones classified as red by the MoFA (French nationals are formally advised against 
French nationals from going there);
- Projects with a budget in excess of 100,000 euros;
- Mobilization of volunteers and donations in kind (valued in the budget).

PROJECT BUDGET

Two funding thresholds are possible:

1/ The first concerns all eligible associations, which can apply for a grant of between €3,000 and €12,500;

2/ The second concerns associations meeting the above eligibility criteria, which have already benefited from La Guilde Microprojets funding and have submitted a quality final reporting, AND whose N-1 annual income statement exceeds €50,000. They can apply for between €3,000 and €20,000.

Under no circumstances may the grant awarded by the program represent more than 50% of eligible project expenses, including local valorization. The remaining 50% can be provided by the company's own resources and/or by other financial backers (minimum 25% of the project budget) and by valorization (maximum 25% of the project budget).

The main eligible expenses are those related to: 

✓ construction (with real financial autonomy),
✓ equipment, 
✓ capacity building (training & coaching), 
✓ monitoring/evaluation.

Ineligible expenses are those related to:

× expenditure already incurred (before the closing date of the call for projects, i.e. September 12 
September 2024);

× expenses devoted entirely to local salaries or other operating costs. La Guilde may contribute towards the initial operating costs necessary to launch the activity, but the association must have demonstrated that these costs will eventually be covered autonomously by the project, in line with the long-term viability envisaged;

× salaries in France ;
× equipment purchased in France;
× transportation of equipment from France;
× international travel (tickets, visa, vaccinations, etc.) and local travel (rental of means of transport, accommodation, food, etc.).  
× Civic Service costs.

These ineligible expenses may nevertheless be included in the project budget to be consistent with the narrative, but they must be covered by another funding partner or by the association's own funds.
