Position Title: Project Manager

Location: Baddawi & Nahr Al-Bared Camps and their surroundings (North Lebanon)

Reporting to General Director (Mobader)

Information about the Organization: Al Mobader, a non-profit association, Holds a license from the Ministry of Interior with Acknowledgment No. 252 of February 8, 2017. Works in marginalized communities in counseling, guidance, and awareness. And within the following specializations: Education, Youth Program, PSS program, WHN program, Early childhood program, and awareness sessions.

Venture Association/Al Qadisyeh announces the need for a Project Manager.

Job Summary: The Project Manager's primary objective is to support the operational and administrative functions of Al Mobader projects and centers, encompassing supervising human resources practices, maintaining coordination and donor relations, following up on projects' implementation, and monitoring tasks to ensure efficiency and compliance.

 

Key Responsibilities:

Human Resources Support

  • - Oversee HR practices, and the proper implementation of organizational policies, and procedures.
  • - Improve and develop the practices and policies of the Al Mobader organization
  • - Coordinate recruitment processes, including job postings, screening applications, and scheduling interviews, in collaboration with the NGO Director.
  • - Review employee records, as maintained by the Director, such as contracts, attendance, and performance evaluations.
  • - Support the implementation of HR initiatives like training programs, performance management, and employee engagement activities.
  • - Ensure staff development to perform their roles effectively, linking to performance management and assessment.
  • - Act as a point of contact for employee queries and concerns, facilitating effective communication with the NGO Director and coordinators as needed.
  • - Perform any other duties as assigned by the director to support the smooth functioning of Al Mobader centers.

Administrative Support and Compliance

  • - Manage day-to-day administrative tasks to ensure a well-organized and efficient workplace.
  • - Monitor and manage office resources, including budgets, supplies, equipment, and cash, ensuring timely and accurate expenditure and adherence to policies and procedures through the administration and the Program Assistant
  • - Coordinate with external stakeholders for various operational needs.
  • - Address and resolve operational issues or conflicts as they arise.
  • - Ensure compliance with health and safety regulations and promote a safe working environment.
  • - Ensure compliance with child protection/child safeguarding and PSEA.
  • - Help in the development of filing systems, both electronic and physical, for easy access to information.
  • - Perform any other duties as assigned by the director to support the smooth functioning of Al Mobader centers.
  • - Coordinate meetings, conferences, and events in collaboration with the Director and lead partner.

 

Monitoring and Reporting

  • - Ensure project implementation aligns with the strategic objectives of the NGO.
  • - Develop and implement systems to monitor the performance of administrative functions, ensuring effective operational support.
  • - Prepare regular reports on HR and administrative activities, identifying key standards, challenges, and areas for improvement for review by the Director and lead partner.
  • - Conduct periodic audits to ensure adherence to organizational policies and procedures.
  • - Provide recommendations to enhance operational efficiency and effectiveness, discussing them with the Director and lead partner.
  • - Conduct post-project evaluations to assess and identify effective and ineffective project elements.
  • - Compile and disseminate lessons learned.
  • - Recommend adjustments based on evaluations, allowing continuous improvement and informed decision-making. (In needs and staff)
  • - Perform any other duties as assigned by the director to support the smooth functioning of Al Mobader centers.

 

Financial Administration Support

  • - Support in the preparation of the budget, supervise its implementation and expenditures, ensuring alignment with approved budgets.
  • - Act as the expenditure officer for Al Mobader in addition to the director.
  • - Review invoices, expense reports, and other financial documents in accordance with approved budget and organizational policies.
  •  - Support financial audits by providing necessary documentation and information, in collaboration with the Director
  • - Coordinate meetings, conferences, and events in collaboration with the Director and lead partner.
  • - Identify and evaluate financial risks associated with project activities and take appropriate action to control the risks.
  • - Perform any other duties as assigned by the director to support the smooth functioning of Al Mobader centers.

Qualifications:

  • - Bachelor’s degree in Social Sciences, Business Administration, International Development, Project Management, or a related field. Master’s degree preferred.
  • - Minimum of 5 years of project management experience in a similar context, preferably in humanitarian or development settings.
  • - Proven experience managing projects in challenging and complex environments.
  • - Strong knowledge of project management methodologies and tools.
  • - Excellent budgeting and financial management skills.
  • - Strong communication, interpersonal, and leadership skills.
  • - Proficiency in relevant software (MS Office, project management tools, etc.).
  • - Fluency in English and Arabic (both written and spoken).
  • - Understanding of the socio-political context of Palestinian camps is an advantage.
