Deputy Chief of Party, Monitoring and Evaluation Program for Lebanon (MEPL)
Position Description
The Deputy Chief of Party (DCOP) for the MEPL Activity supports the COP in providing overall leadership, management, and technical direction for MEPL. The DCOP is responsible for MEPL Monitoring, Evaluations and Learning (MEL) deliverables in coordination with the activity’s administration and operations and other program support services provided under this contract.
The DCOP facilitates learning and builds relationships with high political acumen and strong conflict prevention and management skills. The DCOP will have demonstrated experience in performance monitoring, program evaluation, and analysis for the improvement of ongoing project management.
The position will be full‐time and based in Beirut, Lebanon, with travel throughout the country.
Position Duties and Responsibilities
The DCOP will support the Activity, providing technical guidance to and support supervising both international and national MEL staff and consultants.
Essential functions include:
- In coordination with the COP, lead the MEL team in ensuring quality technical deliverables while maintaining efficiency in the design, implementation, and oversight of MEL tasks.
- Guide and direct work with local MEL subcontractors, consultants, and evaluation staff.
- Responsible for day-to-day supervision of MEL staff and resources of activities under the contract.
- Coordinate MEL work with local staff of USAID implementing partners, regional Lebanese Government officials, academics, donors, and stakeholders.
- In coordination with the COP, assist with overseeing and coordinating the staff training and building local capacity for monitoring and evaluation staff and/or subcontractors.
- Under COP leadership, coordinate as needed with the MEPL Operations Team in ensuring effective, efficient operational management.
- Guide and direct work with local MEL subcontractors, consultants, and evaluation staff.
- Coordinate MEL work with local staff of USAID implementing partners, regional Lebanese government officials, academics, donors, and stakeholders.
- Assist the COP and others on the MEPL team in developing, using, and updating performance management systems, financial management, and timely completion and submission of all activity deliverables.
- Participate with other MEPL specialists in performance indicator development, data collection and analysis, data quality assessments, statistical methods, and/or performance monitoring and/or reporting.
- Establish and maintain highly collaborative working relationships with USAID/Lebanon and USAID/Washington as required, along with relevant in‐country stakeholders.
- Ensure that all activities are undertaken in full compliance with EnCompass’ standard operating procedures, USAID policies and regulations, and national policies and laws.
- Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening.
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events.
- Ensure optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables, and targets.
- Other duties as assigned.
Position Requirements Qualifications
- A minimum of eight (8) years of progressive experience in similar positions is required.
- An advanced university degree in international relations, economics, statistics, public policy, research methods, program assessment, evaluation or measurement, or another relevant field
- Experience with international donor projects in Lebanon required.
- Supervisory experience is required.
- Professional proficiency in spoken and written English required; familiarity with Arabic desirable.
Experience and Skills
- Managerial experience, and preferably experience in supporting complex activities involving coordination with multiple program partner institutions.
- Demonstrated senior experience in program performance monitoring and design and implementation of evaluations (performance and impact evaluations) of development interventions.
- Substantive experience leveraging performance monitoring data for the improvement of ongoing project management.
- Demonstrated experience in non‐permissive, conflict‐prone, or post‐conflict reconstruction environments is required.
- Strong interpersonal and oral communications and presentation skills are required.
- Working knowledge of and experience with USG‐funded program management, policies, regulations, and procedures.
- Demonstrated experience in facilitation, collaboration, adaptive management, establishing work plans, and program cycle guidance.
- Familiarity with procurement procedures, project budgeting, and financing.
- Familiarity with USAID/Lebanon is preferred.
- Ability to travel within Lebanon, as necessary.
