POSITION SUMMARY:

The Program Development Manager oversees program efforts, identifies and leads new grants and projects opportunities, coordinates with the staff, and represents LLL with donors, partners and other external stakeholders. This role involves driving the planning and evaluation of our programs while also developing and maintaining strategic relationships with partners and donors in accordance with LLL's overarching objective and strategic goals.

DUTIES & RESPONSIBILITIES:

  1. Development and Planning of Programs:
  • Coordinates and monitors all program development efforts.
  • Creates program development budgets and justifications, monitors and reports on status of budgets.
  • Ensures that tracking database and all program development records are kept up to date.
  • Identifies, leads and supports new traditional and non-traditional program opportunities.
  • Manages proposal process start to finish, ensuring LLL & donor standards & requirements are met.
  • Oversee and prepare compelling grant proposals, reports, and presentations.
  • Coordinates due diligence and compliance processes.
  • Analyzes opportunities and makes recommendations on potential program strategies.
  • Ensures all actions are completed at the end of a proposal development process.
  • Undertakes all other duties and projects as may be assigned from time to time.
  • Communicates regularly with program and field staff as well as other departments on ongoing & planned program development efforts, specific support needs and field staff capacity building requirements.
  1. Partnerships & Relations:
  • Builds strategic relationships with potential donors (traditional and non-traditional) and partners.
  • Represents LLL at meetings, conferences, networking events and workshops.
  • Identifies and sources partnership and donors’ opportunities to enhance LLL capabilities, expand the programming through inbound lead follow-up & outbound calls, emails and partners visits.
  • Researches partners, identifies key players and generates interest.
  • Collaborates with senior management to align internal goals with new & existing partner relationships.
  • Negotiates and finalizes partnership deals in accordance with LLL’s contract guidelines and policies.
  • Deliver a great experience to the partners when working with the organization.
  • Forecasts, measures, and reports the results of various projects with partners, including co-created, lead sharing, and event partnerships.
  • Maintains and further develops relationships with current partners, identifying and advancing growth opportunities.

 

JOB QUALIFICATIONS:

  • A Masters degree in a relevant discipline and a minimum of 5 years of experience (equivalent combination of education and experience will be considered).
  • Broad understanding of principles of international development, including cross-cutting issues and relevant sub-fields such as community mobilization, local governance and civil society development, local economic development, youth engagement, environment and others.
  • Prior experience in a similar role and a strong track record of success in managing programs and building strategic partnerships.
  • Experience working with a wide range of stakeholders including government entities, international funding bodies, INGOs and civil society organizations.
  • Demonstrable experience in securing funding from key international donors.
  • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.
  • Excellent verbal and written communications skills. Ability to build and maintain strong professional relationships, internally and externally.
  • Experience in grant writing, funding applications and proposal development.
  • Excellent organizational skills. Ability to manage deadlines, to manage others and to work independently. Adaptability and ability to work in a challenging and dynamic environment.
  • Accuracy, attention to detail.
  • Familiarity with the social and economic context of Lebanon and with key development actors in the region.
  • Integrity, passion and a commitment to the values of LLL.
  • Fluency in English and French, written and oral. Abilities in a third language preferred.
  • Experience in field program implementation, program backstopping and/or budgeting desired.
