OBJECTIVES

  1. Support to REACH Lebanon staff on accurately planning and preparing necessary resources – HR and logistics related – for all research activities
  2. Primary focal point for HR – ensuring all related HR requirements and needs are met according to relevant processes and in line with REACH strategy
  3. Primary focal point for Logistics – ensuring all related Logistics requirements and needs are met according to relevant processes and in line with REACH strategy
  4. Supporting the development and revision of project proposals, budget, and financial tracking.

FUNCTIONSLogistic Oversight

  • Support the Research Manager in budget follow-up, mainly through contribution to expense forecasting and follow-up of expenses with logistics.
  • Ensure timely and quality procurement management.
  • Ensure proper asset and stock management.
  • Ensure proper follow up on Logbooks with the support of the Fleet Officer.
  • Ensure sufficient and reliable means of communication for REACH Lebanon
  • Plan and organize internal and external workshops with the support of relevant staff.
  • Act as IT focal point to REACH staff with the support of Geneva IT focal point.

 

HR Oversight

  • Implement relevant HR processes with REACH Lebanon, including but not limited to contract development/renewal, appraisals, filing relevant HR documents, etc..
  • Lead recruitment processes for REACH Lebanon
  • Contribute to the development and improvement of HR processes in line with ACTED HR requirements
  • Develop processes and train field staff on ACTED HR procedures
  • Prepare and review all documents related to the enumerators in coordination with the Senior Operations Officer and Field officers.
  • Coordinate and follow up with the finance department to ensure timely processing of payments
  • Coordinate with ACTED finance on staff allocations and planning
  • Administration & Compliance Oversight
  • Coordinate closely with compliance team to ensure all processes are implemented correctly and in line with ACTED and donor requirements
  • Ensure logistics, administration, security, and HR processes in the field have been appropriately implemented and coordinated with the relevant ACTED departments.
  • Ensure all documents are scanned and saved on ACTED server and IMPACT SharePoint.

    Team Management and Staff Welfare

  • Provide and coordinate capacity building trainings for REACH staff.
  • Together with the Country Coordinator and SMT identify needs for staff recruitment.
  • Together with the Country Coordinator and Research Manager, ensure that appraisals, contract renewals, and recruitments is done in timely manner to minimize gaps on the team

Technical Requirements

  • Excellent academic qualifications, including a Bachelor’s degree in relevant discipline;
  • 3 years of relevant working experience in a humanitarian setting.
  • Experience with procurement, asset management or other logistics related activities
  • Experience with recruitment or other HR related activities
  • Excellent analytical skills.
  • Familiarity with the humanitarian coordination system an asset
  • Experience managing budgets an asset.
  • Good understanding of the Lebanon context - past experience in the region is required.
  • Fluency in standard Arabic and English required
  • A sense of curiosity and a drive to work to improve the humanitarian sector.
