Position: HR and Finance Manager, Full Time  

Tahaddi is a Lebanese NGO established in 2008 whose aim is to empower families facing extreme poverty through the provision of education, health, and psychosocial support. Tahaddi principally works in Hay el Gharbeh, an informal settlement in Southern Beirut. Tahaddi runs a non-formal education center, a primary health clinic, and a psychosocial center. In addition, Tahaddi operates an income-generating sewing workshop.

Tahaddi Lebanon is currently hiring a full-time HR and Finance Officer. The Finance and HR Officer is responsible for the organization-wide financial operations including internal and external financial budgets and reports. This position also requires the management and execution of human resource functions including monthly payroll in collaboration with the senior accountant and billing officer.

Location: Tahaddi Center, Hay el Gharbeh, Southern Beirut

Work type: Full-time (8:00 AM until 3:30 PM)

Detailed job description:

Management:

  • Manage the Finance and HR team, which includes the senior accountant and billing officer
  • Ensure all financial, administrative, reporting, and procurement systems are running effectively
  • Support the Sewing Atelier in ensuring compliance to administrative functions

Compliance:

  • Ensure organizational compliance to financial, procurement and anti-fraud policies
  • Draft updates to financial and procurement policies for approval by the executive team/board
  • Ensure project level compliance to donor specific requirements
  • Create service agreements, purchase orders, and contracts with vendors, consultants, and service providers
  • Periodically check for sanctions list for vendors

Accounting Oversight:

  • Manage the reconciliation of accounting entries on monthly basis
  • Monitor, audit and allocate all Tahaddi expense
  • Manage audit visits and reports for donors and projects

Budgeting & Reporting:

  • Generate Tahaddi’s annual budget and present it to the board
  • Create bi-annual financial reports for Tahaddi Board
  • Create, monitor, update Tahaddi and submit donor project budgets and provide timely reports
  • Provide regular financial reports for program leaders and follow-up on monthly spending Follow-up with and update “Center Directors” on monthly spending
  • Generate proposal budgets
  • Perform other related duties as required.

Human Resrouces:

  • Oversee and manage monthly payroll, employee attendance and annual leaves
  • Prepare and manage calculations, declarations and all employee related documents for NSSF and Ministry of Finance
  • Manage Tahaddi’s recruitment process
  • Introducing new employees to Tahaddi’s policies; including code of conduct, protection against sexual exploitation and abuse, child protection and safe guarding, anti-fraud, etc…
  • Provide managers and staff with advice and guidance on all HR matters.
  • Assist managers on conducting performance appraisals
  • Conduct exit interviews
  • Regularly update the Tahaddi HR Policies and Procedures Manual
  • Perform other related duties as required

Qualifications:

  1. Master degree in Business Administration, or related field
  2. Five years related experience in the NGO sector  
  3. Fluent in English and Arabic, French is a plus
  4. Proficiency in MS Office software, including Word, Excel, PowerPoint and Outlook
  5. Knowledge in VBA and SQL is a plus
  6. Understanding and adherence of Tahaddi’s core values: Justice, Integrity, Compassion
