Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training. 

INSO provides daily support to more than 1000 NGOs operating in 16 of the world’s most insecure countries.

INSO Syria Country Office

Against the backdrop of violent conflict, the Syria programme supports over 190 NGOs to deliver vitally needed aid and assistance to an estimated 11.7 million people in need across the country. First launched as an emergency response operation in 2014, INSO Syria has grown to become a regional programme, present in all of the regional Syria response hubs.

We are seeking an experienced individual to join our team as Deputy Safety Advisor to be based in Beirut, Lebanon.

Job Summary:

Under the supervision of the Safety Advisor, the successful candidate will focus on monitoring safety and security related incidents in southern Syria using a variety of sources in order to inform NGOs about safety and access issues. The position will be focused on data collation and management, data verification and encoding as well as assisting the Safety Advisor in drafting reports and assessments. He/She will work under the direct of INSO’s Safety Advisor as well as INSO’s other Deputy Safety Advisors. The successful candidate must have a professional working proficiency in Arab and English (reading, writing, and speaking).

Main Duties and Responsibilities:

 

1- Assist in the collection of security information:

  • Receive, review and confirm safety and security incidents reports on a daily basis (from Arabic to English – written, read and verbal).
  • Review the quality of the received information and compare with other reports.
  • Work to verify unconfirmed incidents through other sources (English and Arabic – written and verbal).
  • Register verified incidents in a database on a daily basis (from Arabic to English - written).
  • Finalize the incident list database on a weekly basis.
  • Manage remotely a large team of consultants including administration and follow-up.

2- Assist the Safety Advisor in the delivery of INSO Services:

  • Ensure that the Safety Advisor is aware of security incidents (from the data) that could warrant a report.
  • Assist the INSO Safety Advisor with analytical reports, in-depth data assessments and drafting presentations on the safety and security environment in southern Syria and how it affects NGO programming and operations.
  • Assist the Safety Advisor in the delivery of INSO security briefs for NGO partners.
  • Assist with developing the team’s knowledge about NGO operations in Syria.
  • Help maintain and expand INSO’s network of NGO partners.

 

For the position of Deputy Safety Advisor, INSO is looking for a male or female candidate with the following qualifications:

  • Demonstrated knowledge of the current and historical conflict dynamics in Southern Syria.
  • Working experience with NGOs or IOs is strongly preferred, especially programming related to Syria or the region.
  • Proven experience in conducting high quality conflict monitoring, research / analysis and report writing (outside of academic essays or university dissertations).
  • Proven skills of working with databases and well as understanding how to use data for analysis.
  • Working proficiency in Arabic and English (speaking and writing translation) is a requirement for the position.
  • An academic background to a master’s degree Level, preferably political science, international relations, security studies or conflict/war studies, is strongly preferred.
  • Experience in a management role is also preferred. Remote management experience is a plus.
  • Displaying an interest in the Syrian context, NGO programming and the value of INSOs work to partner NGOs are essential for the position.
  • Demonstrating a capacity to look at the conflict in a neutral manner and providing useful analysis.
