Marketing Expert

 

Background and Context

The USAID-funded Lebanon Trade and Investment Facilitation (TIF) project’s goal is to facilitate exports of Lebanese goods and services and investments that simultaneously promote job creation, income generation, and improved livelihoods throughout the country. TIF focuses on four targeted business sectors: Knowledge Economy & Services, Manufacturing, Agro-Food Processing, and Tourism and Hospitality.

TIF previously conducted a sector analysis and developed an Action Plan which resulted in the identification of key challenges, opportunities, and potential areas of interventions to grow trade and investment in each sub-sector. In its second year, TIF started implementing these areas of intervention through partnerships with ecosystem and stakeholders using two channels: grants and Requests for Proposals (RFPs). Marketing was identified as a primary area of intervention and a major catalyst for growing domestic sales and exports, through increased visibility of Lebanese SMEs. Many of TIF’s ongoing and prospective partnerships feature marketing activities, which require validation by TIF.

In this perspective, TIF is seeking to hire a Marketing Expert who will assist in providing technical expertise and insight on marketing activities undertaken by TIF across its four sectors.

Tasks

The duties of the Marketing Consultancy Expert broken down into two main tasks:

Review,assess and support in developing the marketing components of existing and prospective partnership proposals

    • Review partpernship proposal drafts and make suggestions for detrmining the marketing components of anticipated projects based on identified and researched needs
    • Provide general advice and expertise on various advertising and other marketing issues related to projects under co-creation
    • Assist TIF in budgeting marketing and communication activities and elements in project proposals
    • Sit on procurement committees to select implementing agencies, based on the requirements of the set aforementioned strategies
    • Follow up on the implementation of set marketing strategies
  1. Assist in developing relevant marketing reports
    • Formulate marketing activities for the development of TIF supported sectors.
    • Assist in the drafting the marketing and advertising components in TIF Request for Proposals (RFPs) and Memoranda of Understanding (MOUs), as needed
    • Prepare reports on the impact of set project marketing strategies
    • Other relevant requirements.

Location of Assignment

The location of this assignment is predominantly at TIF’s office in Sin El Fil, and may require local travel across Lebanon for certain tasks, as needed.

Level of Effort and Period of Performance

On or About February 2023 to February 2024.

Deliverables

The list below is illustrative and non-exhaustive. More deliverables may be requested throughout the period of performance:

      • Summary of marketing assessment and strategies of partnership proposals
      • Marketing component of MOUs/RFPs
      • Marketing strategy for TIF supported sectors

Reporting and Supervision

The sector expert will take direction from the TIF Deputy Chief of Party (DCOP) in collaboration with the technical team Leads to implement each task.

Qualifications

  • Bachelor’s degree in communications, marketing, or related field.
  • At least 12 years of professional experience in media, marketing, advertising, or related fields
  • Extensive knowledge of the marketing ecosystem in Lebanon, including key stakeholders
  • Demonstrated experience in developing and implementing effective marketing strategies
  • Have experience in TIF supported sectors, Agro-food, Manufacturing, Knowledge Economy and Tourism and Hospitality.
  • Strong interpersonal skills and ability to liaise with diverse stakeholder groups
  • Excellent communication skills – both written and verbal – in English and Arabic.
  • Experience with various advertising campaigns, including B2B and B2C
  • Good knowledge with marketing digital tools
  • Strong know-how with social media marketing campaign
