“Quality Instruction towards Access and Basic Education Improvement” QITABI 2 Program
Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning seeks a Curriculum Development Coordinator to provide technical assistance to the Centre de Recherche et de Developpement Pedagogique (CRDP) under its Quality Instruction Towards Access and Basic Education Improvement 2 (QITABI 2) program. Under the supervision of the CRDP President and QITABI 2 COP, the consultant will coordinate among the entities in charge of curriculum development and the various education sector stakeholders and provide technical assistance as needed.
This consultancy requires a minimum commitment from November 2022 until April 2023 at the rate of 3 days per week with the possibility for an extension. Kindly note that the below scope of work is intended to be indicative of the overall consultancy contract.

Scope and Responsibilities
Primary Responsibilities:
- Recommend and justify best practices in education policy/strategy and curriculum reform
- Support in identifying technical needs for education policy/strategy and curriculum reform/adoption plan
- Support stakeholders (MEHE and CRDP staff, QITABI staff, and curriculum technical working groups convened) on finalizing the curriculum framework based on ongoing dialogue with MEHE and CRDP, curriculum stakeholders, based on international best practices
- Provide support on Quality assurance for the final curriculum framework product
- Guide stakeholders towards the implementation of the new curriculum framework and competency framework, including best practices in textbook development, socialization of core documents, and, school leadership and teacher professional learning
- Prepare briefs and reports for stakeholders, as needed
- Co-facilitate workshops and consultations with MEHE, CRDP, and other stakeholders as required
- Consult closely with QITABI 2 senior management at each stage of the assignment
- Ensure safeguarding requirements are applied and reflected in the solicitation and contract as applicable
Required Qualifications
- Ph.D. in Education, Economics, Public Policy, Organizational Development, Business, Political Science, Development Studies, or related discipline.
- Minimum 25 years of relevant work experience, with a minimum of 15 years of senior-level experience in national education programs.
- Extensive experience in research, policy analysis, advocacy, design, monitoring, and evaluation of development interventions.
- Solid understanding of the national educational context.
- Willing to ensure long-term availability during the duration of the contract.
- Fluency in Arabic and English, and French is an added value.
