Selection process:
Candidates will be considered on a rolling basis.
Written proposals will be assessed by a procurement review committee against the following criteria:
• Value for money: We will seek to pay the fairest fee for any equivalent service.
• Suitability against the requirements and fit with, and understanding of, this task’s need
• Project plan
• Availability to deliver the services within the timeframe: realistic timelines delivering earlier
than this date will be rated highly
• Relevant experience of the people/company and ability of company to carry out the work
• Alignment with AFE’s code of ethics
After receipt of proposals, AFE MENA reserves the right to enter further negotiations with bidders.
AFE MENA also reserves the right not to appoint any of the bidders, or to cancel the procurement
process at any stage before entering a contract without notice. AFE MENA intends to make a decision
by “October 14 , 2021” the latest and will contact shortlisted bidders only. The selected consultant
will be contracted by AFE MENA.

Detailed Objectives and expected Deliverables.
Online Toolkit Development Process:
(1) Desk Review: Collect various existing project development and project management resources
developed in Arabic and English from across the region, and evaluate these resources, with regards
to their relevance, to avoid redundancy and duplication of efforts.
(2) Revise and update available resources relevant to the basics of project design and management.
(3) Development:
● Identify gaps in existing resources and further develop key tools and forms that can be
downloaded and used by the organizations, this includes guiding elements of when and how
to use these tools, and why they are important. These tools will include document templates
that nascent organizations can use to develop a proposal, develop a budget, use for financial
and narrative reporting…
● Develop training manual and tools for the identified gap subjects
(4) Digitalization
Create online guided templates for the toolkit that give the user a “learn-by-doing” approach on the
toolkit.
(5) Consolidate and publish the toolkits online in Arabic and English accessible to CSOs and individual
activists from across the MENA region, wishing to expand their knowledge on issues related to
Project design and management in accessible languages, through contextualized material.
The following modules are suggested as content:

Module1: Project Design
This module will provide participants with tools, techniques, and resources needed for
designing, planning, organizing, and evaluating development projects. It will also help the
participants understand the project’s cycle, along with the M&E basics - Logframe &
Indicators.

Module2: Project Management
This module will provide information on the project’s programmatic and financial
management and reporting tools along with Monitoring and Evaluation (M&E) techniques
and resources.

After the completion of the toolkits, participants will attain the relevant toolkits populated with
guided templates and forms which can be used by the participants to effectively implement their
learnings within the scope of their organizations/initiatives. These guided forms include but are not
limited to: Project Narrative Template, Logframe, Project Budget Template, List of Online Resources
for Fundraising for Gender and Bodily Rights work in the MENA (including specific donor cycle
openings and deadlines), Indicator Tracking Table, Financial Reporting Template, Narrative Reporting
Template, M&E and Financial Supporting Document Templates (Participation list, Pre-Post test form,
Feedback Form, Training Evaluation Form, Cash Payment Form, Exchange Rate Site List…)’
The vision is to provide activists and civil society actors with an accessible toolkit that can support
their work and learning process through “a learn by doing” approach. The toolkits will provide
participants with key insight on how to do the work, the toolkit will provide them with the guided
forms, participants will then use this toolkit and resources to help guide them through project design
and management processes.

Duration and timeline of the project or expected timespan.
The abovementioned activity is to be started as soon as possible and is due in December 2021. It will
include a week of desk review, around 20 days of toolkit development and for amendments to be
made if needed. An additional few days will be allocated for tools development after the toolkit is
finalized.

Qualifications and Experience of the candidate & commitment to values.
Masters in Project Management or relevant degrees/certifications
Experience in Project Management/Cycle
Demonstrated history of capacity building for project design and management
Proven experience in Project Management/Cycle
Understanding of human rights challenges and issues for marginalized communities
Excellent reading and writing skills in both English and Arabic.
