Reports to: Design, Monitoring, Evaluation and Learning (DMEL) Manager
Job location: Beirut – Lebanon
Grade and level: 4.2
Annual Salary: Competitive annual salary based on our salary scale for Lebanese nationals
Contract Duration :6 months with possibility of extension

Job Purpose
The purpose of this job is to play a key role coordinate the monitoring and evaluation of Alert’s projects in Lebanon, and to ensure learning is shared internally and externally. With the guidance and support of the DMEL Manager, the post holder will work closely with programme staff and provide advice and guidance on MEL tools, processes and best practice. The post holder will engage in planning and delivering internal and external evaluations, ensuring that learning is fed back into the design and adjustment of projects, as well as evaluation management procedures followed.
The role will take forward learning from the dedicated M&E support for an education, gender equality and social cohesion projects and develop opportunities to develop new programmes and inform evidence-based advocacy based on this experience.
The post holder will work closely with Design, Monitoring, Evaluation and Learning Manager, based in Beirut, who will provide content-based management support and technical supervision.
Duties and Responsibilities
- Strengthen M&E planning and delivery for Lebanon projects:
- Support project staff to develop and maintain MEL frameworks for projects;
- Work with project staff to ensure that MEL activities are integrated into project design;
- Through training and accompaniment, build knowledge and skills of Alert staff and partners in monitoring and evaluation methods and tools including logical frameworks, data collection, data analysis and result-oriented programming;
- Coordinate and deliver DME training and learning programmes including inductions, refreshers and learning workshops.
2. Support evaluations for the Lebanon team and coordinate the collection and reporting of monitoring data, and evaluations:
- Ensure that all projects met Alert’s minimum standards for M&E and that evaluations are done in line with our Evaluation Management Guidance;
- Ensure that all Lebanon M&E data is regularly uploaded Alert’s internal system for data monitoring;
- Support project staff to collect and analyse monitoring data;
3. Support data collection for different education and gender projects and ensuring relevant safeguarding and MEL policies are in place
- Ensure a high quality of data collection and MEL procedures for Alert’s different education, gender equality and peacebuilding projects– including the coordination with partners, leading on facilitating workshops and developing learning documents as well as context updates reports.
- Ensure MEL activities are aligned with budget expenses and procurement policies are applied.
- Abide by safeguarding policies that are in place and well embedded within the different projects.
- Provide logistics and administrative support for the different projects MEL activities.
4. Participate in Alert Lebanon project and programme design and development
- Support Alert Lebanon colleagues in developing M&E frameworks, plans and log frames for new projects.
- Contribute to writing new project proposals and providing M&E learning and evidence for new project design.
- Help ensure that new projects incorporate learning from previous programming in Lebanon and other best practice.
- Support the facilitation of project design and inception workshops for new project start-up
Travel requirements
This post is based in Lebanon, including field trips to regions.

ESSENTIAL REQUIREMENTS
A degree in a subject of relevance to international peacebuilding
At least 2 years successful experience of implementing and coordinating MEL processes at project level and collecting data.
A good theoretical knowledge and practical experience of the concepts and practices of M&E
Fluent in Arabic and English, and communicates clearly and effectively
Able to influence and motivate others by making their case
Demonstrates the ability to take the initiative
Understands, or has the ability to understand quickly, Alert’s approach to peacebuilding
Gets on well with others of diverse backgrounds and in diverse roles
Is computer literate and numerate
Solution-oriented
Very well organised
Proven knowledge and understanding of programme cycle management, information management and reporting

Experience of project cycle management
Knowledge and experience of M&E in the peacebuilding sector
SUMMARY TERMS AND CONDITIONS
Annual Salary Competitive annual salary based on our organisational salary scale
Benefits Dependent on country of residence
Leave entitlement 25working days per year plus country of residence statutory holidays.
Notice period One month on either side.
Working hours Full time staff are expected to work a standard 40 hours per week, a maximum of 48 hours per week, with some flexibility around start and finish times to be agreed with the line manager. All staff are required to work core hours 10am – 4pm.
