OBJECTIVES AND RESULTS
UPEL aims through its programs to support and strengthen child protection systems on a local level. It also provides the opportunities for technical support and training for workers who are activists in the child protection sector
For this aim UPEL is seeking proposals from competent Consultants specialized in the field of Accounting and Finance to design develop financial/Accountant manual for the organization.
Scope of work:
- Finance and accounting policy manual that shall include:
- Accounting policies
- Key accounting controls
- List of document/records to be maintained
- Formats of the accounting/records
- Budget policy manual that should include:
- Roles and responsibilities for preparation of budget estimates and budget revision
- Budget heads and linking with account codes
- Budget compilation, finalization, approvals and monitoring process
- Budget formats
- Budget monitoring reports to be generated
- Financial MIS should include:
- Objective
- Type of report
- Formats
- Frequency
- Distribution
- Responsibility for preparation
- Source of Data
- Petit cash management:
- Sealing of money amount received
- Clear criteria of expenditure
- Supporting documentation
- Monitoring of cash flow
- Expenditure authorization
- Procurement:
- Basic procurement standards
- Documentation for procurement request
- Purchases
- Supporting documents
- Time frame.
Final Report
At the end of the training (within the period of 1 week) the consultant is committed to provide a final report including a written update of the evaluation, listing completed activities.
Consultancy Duration
The consultancy Period will take place between March 17th & April 9th ,2021
Skills
· Extensive work experience and proven record in Accounting Financial Management
· Demonstrate experience of having undertaken similar assignments
· Good analytical and documentation/report writing skills
· Proven communication and facilitation skills
· Excellent command of oral and written English
