Project background

 

MASAR for Local Governments is a programme funded by the EU MADAD trust fund. The overall aim of the programme is to strengthen the long-term resilience of targeted subnational governments and their host, refugee and IDP populations to deal with displacement.

Subnational governments in Iraq and Lebanon have been the first to be confronted by the repercussions of the Syrian refugee crisis: increased pressure on local services, competition for local employment opportunities, corroding social cohesion, faster urbanisation trends, rent-seeking behaviour and inflation due to externally injected funds in the local economy, and so forth.

MASAR for Local Governments focuses on the urban setting, which is the background of processes of displacement, investment, employment and service delivery.

The programme in Iraq aims to help municipal and governorate bodies in Dohuk and Ninewa. In Lebanon the programme aims to help governorates of Baalbek-Hermel, Akkar, coastal plain north of Tripoli and their unions of municipalities to deal with accelerated urbanisation caused by the crisis.

This programme will mobilise municipal experts from Iraq/Lebanon and Europe to contribute to build the capacity of subnational governments. This will include, among others, provision of technical advice; training; coaching and mentoring addressed to municipal Planning Units or Service Departments. Capacity building activities will be complemented by concrete pilot quick impact projects aiming to, for instance, designing an urban layout to improve an existing network of streets and roads to better accommodate a higher influx of traffic, or to set up a municipal solid waste sorting plant to better cope with increasing volumes of litter.

MASAR project is being implemented by a consortium of European entities: VNG International (the association of municipalities of the Netherlands), the Polish Center for International Aid (Polish acronym PCPM), the Catalan Agency for Development Cooperation (Catalan acronym ACCD), and Local Government Denmark (Danish acronym KL).

The successful candidate will work with ACCD under direct supervision by the Front Officer in the coastal plain north of Tripoli, including areas within the Governorate of Akkar. See annex for ACCD’s geographical area of intervention.

Aim of this assignment:

The Driver and Security Officer will provide the project staff and experts with transportation services and security advice. He/she will report directly to the Front Officer in Tripoli and the Team Leader.

Key Responsibilities:

More specifically, the key responsibilities of the Driver and Security Officer include:

  • Provide transportation services to staff and experts and accompany them on field missions;
  • Manage the day-to-day maintenance of the assigned vehicle;
  • Assist in the development and implementation of security strategies related to the Front Office security;
  • Support in all tactical, operational and strategic security matters that impact the Front Office’s staff and experts safety and security;
  • Participate in the project’s security meetings together with the Front Officers and Team Leader.
  • Attend security meetings and follow inter-agency working groups in the assigned region
  • Keep abreast of the local security situation in the Front Office’s geographical areas of interventions and the country as a whole and report significant events/incidents in a timely manner;
  • Take an active role in the development and implementation of evacuation/emergency security plans;
  • Provide a security briefing to external experts upon arrival into the country; Provide advice on mission;
  • Drafts monthly security reports, assists in revising and improving the security systems, policies and procedures for staff and beneficiaries.
  • Supports in liaising between the authorities and Front Office to ensure a good coordination and IS safety (e.g. coordination with the Ministry of Labour and General Security for work permit obtention etc.)
  • Supports the operations in the field in accordance to the security procedures in close cooperation with logistics officer, experts and involved stakeholders (organization of vehicles movements and maintenance etc.).
  • Provides Front Office staff with suggestions and solutions to strengthen the cooperation with the local authorities and other stakeholders.
  • Maintains accurate and organized files of documents related to Front Office staff working hours and location, passengers and conveyance safety, visitors’ entrance to the compound etc.
  • Liaises with security advisors and other stakeholders on the security situation in the region and provides advices on the implementation of security plans.
  • Representation on security and coordination meetings; drafts minutes of the meetings (e.g. meetings with local authorities or meetings for NGOs such as Security Coordination Group).
  • Any other duties as they may be assigned.

Minimum qualifications:

The minimum qualifications and skills of the Driver and Security Officer are as follows:

1. Education

  • High School degree
  • Training in security will be an asset

2. Professional Experience

  • A minimum of 5 years of working experience as a driver / security officer for international organisations
  • Knowledge of the local context.
  • Has a security information network in Lebanon

3. Languages

  • Advanced communication skills in English.
  • Proficient in Arabic.
  • French is an advantage.
